Job Summary

The Position

Class Code 28560: Waste Management Program Manager I

In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

There is an additional 3.35% Management Differential which is added to the posted salary for this class.

Under general direction the Waste Management Program Manager I directs manages supervises and coordinates the activities and operations of solid waste and recycling programs including program development contract development and negotiations planning education and outreach commercial collection regulation safety resource recovery reduction and diversion; procurement of waste management services; waste program and facility development; inter-jurisdictional relations; contract administration; grant administration; and environmental protection of disposal and/or other waste facilities; and coordinates assigned activities with other divisions departments outside agencies and the general public.

  • Principles and practices of management and organizational theory including planning organizational design business finance business development project management and organizational effectiveness
  • Principles and practices of supervision discipline leadership mentoring and training
  • Laws regulations and practices governing solid and/or liquid non-hazardous and/or hazardous waste and materials management waste planning resource recovery education safety and program and/or facility planning design development and operations
  • Applicable state and county requirements for the procurement and contracting of services and goods
  • Applicable federal state and local laws codes regulations and programs related to solid waste generation storage collection transfer resource recovery and disposal
  • Office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets databases and other specialized applications related to area of assignment
  • English usage spelling grammar and punctuation
Ability to
  • Select supervise train and evaluate staff
  • Plan coordinate assign and review the work of subordinate staff
  • Investigate and resolve disciplinary issues
  • Work independently prioritize work coordinate activities and meet critical deadlines
  • Develop monitor and interpret budgets and other financial documents
  • Plan manage and complete complex work assignments
  • Read interpret and analyze complex technical data on emerging environmental issues related to liquid and/or solid non-hazardous and/or hazardous waste and materials management
  • Develop and maintain cooperative effective working relationships with others and coordinate activities with state federal and local agencies citizen advisory groups fellow employees and the general public
  • Solicit and administer State and Federal grants for resource recovery and other waste management programs
  • Communicate clearly and concisely both verbally and in writing
  • Interpret and apply applicable federal state and local laws codes and regulations
  • Analyze situations accurately and make recommendations and implement an effective course of action
  • Apply customer service skills including the identification of customer needs and follow up to ensure customer commitments have been met
  • Influence and persuade others to take a desired action and/or direction
  • Exercise discretion and maintain confidentiality of information
  • Work effectively in a multi-disciplinary environment that includes engineering planning health legal and management professionals blue-collar employees the private sector and the public at large

Employment Qualifications

Minimum Qualifications

A Bachelors Degree or higher from an accredited college or university.

AND

Two years of full-time paid experience in a waste management and/or recycling program as a supervisor or higher over staff engaged in planning developing or implementing waste management and/or recycling/resource recovery programs.

Note: Additional full-time paid experience planning developing or implementing waste management and/or recycling/resource recovery programs may substitute for the required education on a year-for-year basis. (2080 hours is equal to 30 units)

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks:

The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602 Personnel Policies and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks where authorized by Labor Code section 1024.5 Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement:
A valid California Driver License Class C or higher shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Physical Requirements:
Positions in this class require the incumbents to be able to:
  • Stand and walk for extended periods of time.
  • Lift up to 25 pounds without assistance.

Working Conditions:
Positions in this class require the incumbents to attend meetings and participate in community and public relations events outside of normal business hours including at night on the weekends and on holidays.
