Job Summary

Manages the Purchasing Department ensuring raw materials MRO and services are procured at the best value. Directly supervise one MRO Buyer.

RESPONSIBILITIES:

  • Manage all purchasing department activities including sourcing vendor communication cost control and timely order fulfillment.
  • Establish departmental goals and performance metrics that support cost reduction quality assurance and operational efficiency.
  • Drive continuous improvement initiatives for procurement processes and systems; evaluate effectiveness through regular review and analysis.
  • Ensure conformance with documented procedures approved supplier lists and specifications.
  • Build and sustain strategic vendor relationships to improve value and reduce supply chain risks.
  • Conduct supplier evaluations and monitor performance metrics including quality delivery responsiveness and pricing.
  • Forecast market trends and conduct cost/benefit analyses (e.g. make vs. buy total cost of ownership).
  • Oversee freight and logistics coordination for inbound and outbound shipments to support production and inventory planning.
  • Lead the review disposition and resolution of nonconforming materials collaborating with Quality and Manufacturing as needed.
  • Maintain accurate purchasing master data (pricing lead times supplier info) within the ERP/MRP system.
  • Negotiate pricing contract terms and service levels with suppliers.
  • Define and revise standard operating procedures related to purchasing and supplier management.
  • Initiates make vs. buy analysis and provide final recommendations.
  • Participate in internal and external audits related to procurement and supplier controls.

AUTHORITIES:

  • Select approve and remove suppliers from the Approved Supplier List based on performance or strategic fit.
  • Approve purchase orders and procurement transactions within budgetary authority. Initiate and approve supplier corrective actions for nonconforming goods or service failures.
  • Approve work schedules resource assignments and workflow adjustments within the purchasing team.
    • Approve hiring training performance reviews and disciplinary actions for purchasing team.

    MINIMUM QUALIFICATIONS/EDUCATION REQUIREMENTS:

    • Bachelors degree preferred; equivalent related experience considered.
    • High School Diploma or GED required.

    MINIMUM SKILLS REQUIREMENTS:

    • Demonstrated experience with purchasing textiles or metal goods in a manufacturing environment.
    • Proficiency with ERP and MRP systems for procurement and inventory management.
    • Advanced Microsoft Office skills particularly Excel for analysis.
    • Strong analytical skills including formula-based math for cost and process evaluations.
    • Ability to communicate clearly and lead cross-functional collaboration.

    MINIMUM EXPERIENCE REQUIREMENTS:

    • Minimum of five (5) years in industrial purchasing within a manufacturing setting.
    • Prior supervisory or leadership experience preferred.
    • A combination of education industry training and relevant experience will be considered.
