Description of Work
The primary purpose of this position is to oversee and manage all utility coordination and relocations for Division 6. The Division Utility Engineer will serve as liaison between PEF (Private Engineering Firms) and Design Units to oversee the Preliminary Engineering of Utility Conflicts/Relocations as well as correspond with Division Utility Coordinator and Utility Companies during Right of Way Acquisition to relocate utilities efficiently and effectively at the earliest possible time to eliminate/reduce/reduce delays and contractor claims.Knowledge Skills and Abilities/Management Preferences
Salary Grade: NC20 and Salary Range: $67852 - $118741
Management prefers applicants with the following:
Experience in developing utility relocation strategies and providing coordination and relocation services to accomplish removal relocation and modification of utility facilities (water sewer gas electric telecommunication etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners.
Working knowledge of all policies regulations and engineering standards set forth by the Federal Highway Administration the Department of Transportation Division of Highways and the North Carolina General Statutes related to utility relocations.
Knowledge in innovative construction methods while adhering to all environmental regulations and roadway design standards.
Working knowledge of Civil Engineering particularly in fluid mechanics water resources highway design soil mechanics and statics.
Experience in planning and coordinating project work and the ability to negotiate and develop contract documents for highway projects for engineering services and for utility owner agreements.
Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
