Job Description

Johnson County Wastewater (JCW) is responsible for the safe collection transportation and treatment of wastewater generated by our community. Our work ensures that our lakes rivers and streams remain free from disease-causing pathogens and pollutants that are harmful to public health and the environment. Johnson County Wastewater is looking for qualified candidates to fill the position of Collections Assistant Superintendent.

Job duties include:

  • Leads the development of a High Performing Organization through active demonstration of the countys Pillars ofPerformance encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for selfand staff; actively mentors coaches and collaborates with employees to enhance the county mission and vision keeping inmind the common goal of leaving our community better than we found it.
  • Analyzes process control data CCTV data and NASSCO data to provide guidance for collection system or treatmentprocess adjustment to continuously meet national pollution discharge elimination system (NPDES) dischargeregulations provide guidance for maintenance and repairs and meet required risk compliance standards and EPArequirements; interprets operational or collection system testing and data and discusses strategies with supervisor;directs coordinates monitors and assigns staff in process control or collection system maintenance equipment
    maintenance and technical repair and service; reviews design plans and specifications makes recommendations onengineering work; provides status reports for O&M maintenance to management; assists in creation of SOPs to maintainservice levels and operational safety standards in department; implements treatment adjustments and provides direct
    supervision to crew; monitors operational databases; reviews Supervisory Control and Data Acquisition (SCADA)trending or Key Performance Indicator (KPI) data to develop staffing and maintenance schedules; provides status reportsof operations and maintenance for Superintendent review; ensures a safe workplace by correcting any safety risks and
    hazards in a pro-active manner informing Safety Training Coordinator as needed. Manage fleet and material inventory.
  • Develops strong relationships with stake holders adjacent to treatment facilities or in neighborhoods where maintenanceand/or repair work is being performed and maintain relationships with municipal the context of emergency operations the role involves assuming the responsibility in making critical decisions. This includes taking lead of allaspects of the emergency operation process when unforeseen or urgent situations arise; assesses the emergencycircumstances evaluates potential risks instructs staff on necessary response and coordinates with the relevant teams toensure the required emergency operation is completed safely and efficiently. Responsible for immediate response toissues such as utility line damage public safety concerns public health concerns or environmental hazards.
  • Determines priority directs and assists crews in completing assignments ensuring compliance of NPDES permits/RiskCompliance; trains new crew members; ensures safety standards are met; shares knowledge explains duties and helpsothers acquire higher skill level; completes or approves paperwork timesheets and equipment logs using computerizedsystem; follows purchasing card guidelines and completes approval process; ensures the purchase of chemicals equipment and supplies are maintained; maintains responsibilities for the maintenance of the Storm Water PollutionPrevention Plan (SWPPP); manages inventory of key and critical spare parts utilizing computerized maintenancemanagement software (CMMS) for parts tracking and maintenance. Compile documentation of all operation andmaintenance records for all legal inquisitions.
  • Understands and supervises the diagnosis and troubleshooting of wastewater treatment plant or collection systemoperations; responds to calls for emergencies assigning staff and providing oversight; maintains records of equipmentoperation logs and records; produces reports that identify system problems or confirms proper operating conditions;schedules training for staff in operations and maintenance mechanical and technical fields; evaluates effectiveness of
    training methods to aid in technical development of staff and ensures competency levels of mechanical skills; assessesquality of workmanship and provides feedback to staff to encourage improvement and development.
  • Compiles information needed for reports in support of supervision; selects and provides data from daily process controlreports and daily KPI reports to ensure goals are met; works with vendors contractors and other stakeholders respondingto technical questions from the general public; answers complaints from the general public and notifies supervisory staffof complaint and actions taken; oversees contractors and vendors by ensuring work is complete accurate and meetsregulatory requirements. Communicates directly with the public to ensure satisfaction and service level expectations areactively met.

Job Requirements

Minimum Job Requirements:

High school diploma and ten years of experience in mechanical maintenance or relevant industrial or field-based work required. Preference given to experience in a water or wastewater environment.
Two years of experience leading directing coordinating or supervising the work ofothers is required.
One year of experience in the operations and maintenance of a wastewater treatment or collection system and/or water distribution or treatment is required.
Must have a valid drivers license with an acceptable driving record. Must be able to pass background checks.
Preferred Job Requirements:
Associates degree in Environmental Sciences Project or Construction Management or other relevant area of study.
Class IV KDHE operator or KWEA collections license for one Assistant Superintendent PACP Pipeline Assessment Certification Program MACP Manhole Assessment Certification Program LACP Lateral Assessment Certification Program is preferred.
