Job Summary

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources stakeholder relationships and community and family strengths to drive toward greater equity and social justice reduce disparities and disproportionality - including in the child welfare system and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

The Office of the Chief Operating Officer provides a range of resources to support the Division of Child and Family Well-being (CFWB) including leading efforts on administration technology and human resources. The Chief Operating Officer also leads interdivisional and interagency initiatives focused on providing high-quality equitable and accessible child care for thousands of New York City families. This includes the recent launch of MyCity the citys first online application for child care assistance and the redesign of nearly all of ACSs public facing child care information and materials for families and child care providers.

CFWB is seeking an outstanding candidate to serve as the Divisions Chief Operating Officer (COO). Reporting directly to the Deputy Commissioner and with significant latitude to exercise independent judgement the COO will be responsible for the administration management and oversight of the Divisions particular the COO will serve as CFWBs lead on efforts to upgrade existing information technology systems identify and develop new technological solutions and partner with program and IT colleagues at ACS across the City and at the State.

The ideal candidate thrives in a fast-paced environment; can effectively manage complex multi-stakeholder processes; has experience implementing technological solutions to improve human services; and is invested in CFWBs mission. Successful candidates will also have experience working in human services or public service and be skilled at navigating large complex organizations.

The COO will be required to work across teams to effectively and efficiently move work forward including coordinating between senior leaders. This role is a key member of the CFWB Senior Executive Team with responsibilities that cut across the Divisions various workstreams. Strong organizational interpersonal communication and problem-solving skills are essential for this role.

The COO is a vital position with diverse responsibilities for high-profile critical initiatives. The COOs primary responsibilities will include but not be limited to the following:

- Serve as a senior advisor to the Deputy Commissioner and advise on the development and implementation of Division projects and initiatives.
- Apprise the Deputy Commissioner of emerging operational issues and propose solutions.
- Engage in short- and long-term planning for the Divisions operations as part of the Senior Executive team.
- Lead CFWBs work with the NYC Office of Technology and Innovation the Mayors Office for Child Care and Early Childhood Education and the NY State Office of Children and Family Services to develop and implement technological solutions and enhance existing platforms including MyCity ACCIS (the Citys child care assistance system of record) and internal data management tools.
- Ensure technology used to manage the Child Care Assistance Program supports compliance with City State and Federal laws regulations and policies.
- Represent CFWB at senior-level meetings within ACS and with external stakeholders.
- Lead or participate in any other projects assigned by the Deputy Commissioner.

Qualifications :

1. A baccalaureate degree from an accredited college or university and four (4) years of broad progressively responsible experience including two (2) years at the administrative executive consultative or managerial level in a governmental agency business firm civic or community organization operating in the area of social services or a closely related field; or

2. A satisfactory equivalent combination of education and experience. However all candidates must have a baccalaureate degree from an accredited college and the two (2) years of experience at the administrative or management level as described in 1 above.
