Position Summary:
Oversees the effective development and implementation of strength-based community-responsive prevention and education programs agency-wide training and volunteer program addition provide supervision training and staff development to CCS Advocates. Works with department staff and Agency senior leadership to develop implement and evaluate best-practice prevention outreach and advocacy programs for youth and adults in compliance with funder requirements and to fulfill community needs. Participates in grant-writing and other resource development activities for department sustainability and participates in agency-wide efforts such as strategic planning. Assist in building community partnerships and collaboration to help expand CCS education outreach and advocacy efforts in order to create and/or identify new funding streams. Hires supervises coaches and evaluates the Associate Director of Crisis Response Volunteer and Training Manager School-Based Coordinator Advocates and Prevention & Community Engagement Specialists.
Essential Functions:
o Develop and maintain expertise in evidence-based community-responsive advocacy prevention education and engagement programs including skill-building curricula focused on sexual assault intimate partner violence consent healthy relationships and bystander intervention.
o Oversee research develop implement and evaluate best practice sexual assault advocacy services for Central/South East and North-inland regions of San Diego County including 24-hour Hotline and emergency forensic exam accompaniment and follow-up advocacy services.
o Bimonthly individual case reviews using existing software. The Director will meet with each advocate to review their active caseload assess any needs and provide guidance when necessary.
o Provide guidance and support to staff by addressing questions and problem-solving needs maintaining access to ongoing learning resources and ensuring staff members are confident and well-equipped to support survivors within judicial and educational systems.
o Maintain high quality and consistent reporting by monitoring timelines follow-up expectations documentation practices and any related concerns.
o Develop and maintain strong collaborative relationships with community organizations including fostering and maintaining excellent relationships to include regular participation in meetings working groups committees education and outreach activities.
o Evaluate education and advocacy program effectiveness utilizing best practices and data-driven results.
o Oversee the implementation and evaluation of Crisis Intervention Training (CIT) and ongoing training for staff volunteers and interns in compliance with training regulations set by funders and California law.
o Oversee the design and delivery of CCS training using layered instructional methods including didactic education experiential learning simulations modeling co-facilitation live observation and structured debriefing to support diverse learning styles. Provide strategic leadership and oversight of CCSs volunteer program driving effective recruitment engagement and retention to meet agency-wide needs.
o Partner with CCS departments to strategically coordinate outreach services that advance agency-wide objectives.
o Provide strategic leadership and operational oversight of the Department ensuring best practices evidence-informed models peer review continuous improvement effective contract management staff development and efficiency accurate reporting and fiscal accountability.
o Complete and submit required documentation including reports and administrative paperwork in a timely manner.
o Collaborate on the development of fee-for-service opportunities including negotiating terms and contracts cultivating partnerships and providing oversight to staff trainers.
o Maintain client confidentiality by protecting client information and ensuring that appropriate paperwork is understood and completed by clients.
o Adhere to agency policies and protocols related to the security of electronic client service records.
o Establish and maintain positive public relations to support enrich and expand community education training advocacy and volunteer efforts.
o Foster and sustain mutually beneficial relationships and partnerships with schools parent groups universities law enforcement probation services government entities businesses media funding sources and community partners.
o Represent CCS in community meetings and events to strengthen partnerships visibility and mission impact. Participate in regular on-call rotation to immediate assistance telephonically or in person as necessary after normal business hours to shelter advocacy and counseling staff.
o Other duties as assigned.
Job Requirements:
Education:
o Bachelors Degree in Health Education Public Health Social Work or a related field or an equivalent combination of training and experience.
o Completion of California State-approved Sexual Assault/Domestic Violence Crisis Intervention Training required (or must complete upon hiring)
Experience:
o A minimum of six (6) years of skilled program oversight and effective staff management.
o A minimum of three (3) years of experience facilitating and/or training in prevention-related topics on prevention sexual assault intimate partner violence sexual health and/or public health.
o Minimum one year experience working directly with survivors of sexual assault and domestic violence.
o A minimum of three (3) years of experience in training groups and group facilitation.
o Minimum two (2) years of writing and managing grants and contracts.
o Demonstrated ability to work effectively with community partners on collaborative efforts.
Minimum three (3) years of experience developing curriculum.
o Minimum three (3) years of experience managing a volunteer program.
Preferred Experience:
o Masters degree in Health Education Public Health Social Work or related field or equivalent combination of education and experience.
o Oral and written fluency in English and Spanish.

Working Environment:
This position is hybrid-work eligible contingent on the operational needs of the department. It may allow for 2 days onsite and 3 days remote work but may be subject to change based on training and operational needs. This job operates both in an office environment and in a community setting. Some outreach and off-site activities will be held in other locations as needed. Working conditions may include possible exposure to communicable diseases related to those typically found in a social service setting. This position requires the ability to work and/or discuss topics that include IPV DV SA and stalking fields. Must maintain personal mobile phone for work-related purposes. Employee must reside within San Diego County.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger handle or feel; and reach with hands and arms. Must be able to carry up to 50 lbs.
Travel:
Some travel may be required (approximately 40% within San Diego County). Must have reliable transportation available for work-related purposes a valid California drivers license and proof of automobile insurance.
Work Hours:
The employee must be available during Agency working hours of 8:30 a.m. to 5:00 p.m. and must work 30 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.
