Job Summary

ICF is seeking a Data Impact and Technology Manager for the Quality Support Center. This pivotal leadership position willbe responsible fordesigning implementing and overseeing robust data management impact measurement and technology systems. The role ensures high-quality data-driven decision-making to advance the Centers mission compliance with service requirements and the achievement of program goals. The Manager will collaborate with internal teams external partners and stakeholders to ensure that data and technology effectively support the Centers strategic vision and operations.

PreK is the pre-kindergarten initiative dedicated to ensuring that every child has access to high-quality affordable early learning experiences. The programs mission is to promote positive outcomes for children families and communities by:

Expanding access to quality pre-K education for all eligible children.

Elevating instructional standards and operational excellence among providers. Advancing equity inclusion and cultural responsiveness

and strengthening community partnerships and family engagement

utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area.

Key Responsibilities:

  • Protect data integrity security and confidentiality in compliance with all regulations byestablishingand enforcing robust data governance policies and procedures.
  • Design and implement comprehensive frameworks to measure program impactincluding child outcomes family engagement and community benefitsby analyzing both quantitative and qualitative data to assess effectiveness and drive improvements.
  • Prepare and deliver clear concise impact reports to leadership funders and stakeholders translating complex data into actionable insights for diverse audiences.
  • Oversee theselection implementation and optimization of technology platforms that support program operations data collection and reporting;monitoremerging technologies relevant to early childhood education and data management.
  • Train staff and partners on technology tools and best practices to ensure effective system use and continuous improvement.
  • Collaborate with compliance teams to fulfill reporting obligations support audits or reviews and serve as the main liaison for data and technology matters with program partners funders evaluators and community organizations.
  • Lead andfacilitatecross-functional teams to foster a culture of data-driven decision-making continuous improvement and innovation.
  • Build and nurture strong partnerships with diverse stakeholders efficiently manage multiple priorities and champion diversity equity and inclusion within early childhood education initiatives.
  • Demonstrate adaptability in navigating change and introducing innovative solutions.

BasicQualifications:

  • BachelorsorMastersdegree in Data Science Information Systems Education Public Administration or a related field
  • At least5years of professional experience in data management program evaluation or technology leadership preferably in early childhood education or social services.
  • 3 years of experience withdata analysis software (e.g. Excel SQL Tableau)and withdatabase management systems.

  • Demonstrated experience leading technology projects and managing cross-functional teams.
  • Exceptional written verbal and interpersonal communication skills.
  • Ability to work effectively with diverse populations and collaborate with multiple agencies and partners.
  • Ability to manage multiple priorities work independently and collaborate within a multidisciplinary team.
  • Deep commitment to diversity equity and inclusion with experience implementing DEI strategies in educational settings.
  • Organizational skills flexibility and the ability to manage multiple priorities in a dynamic environment.
  • Flexible solution-oriented approach with a passion for supporting continuous learning and improvement.
  • Relevant certifications (e.g. Child Development Associate Certified Health Education Specialist)stronglypreferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.
