Job Summary

ICF is seeking a Coaching Manager for the Quality Support Center which supports preKprograms. This role is instrumental in advancingequitableaccess to high-quality early learning for all children regardless of family income. The Coaching Manager will lead coordinate and deliver technicalassistance professional development instructional coaching and comprehensive support services toparticipatingpre-K providers. The individual in this position will ensure that all activities support the programs mission andcomply withlocal regulatory requirements while fostering continuous quality improvement and inclusive practices across the provider network.

Expanding access to quality pre-K education for all eligible children

Elevating instructional standards and operational excellence among providers.

Advancing equity inclusion and cultural responsiveness

Strengthening community partnerships and family engagement

Utilizing data to drive continuous improvement and accountability. This position requires 20% or more local travel within the Greater Philadelphia Area.

Key Responsibilities:

  • Oversee the design coordination and delivery of both on-site and virtual technicalassistanceprovided by coaching staff to pre-K providers ensuring support addresses instructional quality program operations and regulatory compliance.
  • Coordinate with local state and federal agencies community organizations and subcontractors to ensure cohesive service delivery and resource sharing.
  • Develop and manage a tiered system of support that addresses the varying needs and capacities of participating providers.
  • Supervise coaching staff in providing individualized and group coaching to educators and site leaders ensuring the use of evidence-based strategies that enhance classroom practices and improve child outcomes.
  • Lead the planning and facilitation of high-impact professional learning opportunities workshops andtrainings guiding coaches to tailor content to provider needs and program priorities.
  • Direct coaches in guiding providers through continuous quality improvement cycles including conducting needs assessments setting goalsmonitoringprogress and engaging in reflective practices.
  • Ensure all services are culturally relevant and accessible with a commitment to advancing equity and reducing disparities.
  • Maintainaccurate organized and confidential records of coaching activities provider progress professional development participation and outcomes.
  • Foster a collaborative learning community by supporting coaching staff in building trusting relationships with providers and encouraging active participation in program initiatives.
  • Ensure coaching staff integrate trauma-informed approaches and actively promote diversity equity and inclusion across all coaching and support services delivered.

Basic Qualifications:

  • BachelorsorMastersdegree in Early Childhood Education Child Development Social Work Public Administration or a related fieldrequired
  • At least5yearsof relevant experience in early childhood program management instructional coaching technicalassistance or related roles.
  • 3 years of experience with Philadelphia/PA ECE including strong knowledge of Pennsylvanias Keystone STARS and early learning standards.
  • 3years ofexpertisein adult learning coaching methodologies and quality improvement frameworks.
  • 3years ofunderstanding of evidence-based early learning practices curriculum standards and quality improvement frameworks.
  • 2 years ofexperience withtrauma-informed practices diversity equity and inclusion principles in early childhood settings.
  • 2 years of experience withCLASS and otherearly learning environmental assessment toolsdemonstratingexpertisein evaluating and enhancing classroom quality.
  • 1 years of experiencewith Practice Based Coaching (PBC) and Positive Behavior Intervention Supports (PBIS)
  • 1 years of experiencein trauma-informed approaches and inclusive culturally responsive practices.

Professional Skills:

  • Excellent interpersonal communication and facilitation skills; ability to build rapport motivate and inspire diverse stakeholders.
  • Proficiencyin data systems reporting tools and Microsoft Office applications.
  • Ability to work effectively with diverse populations and collaborate with multiple agencies and partners.
  • Deep commitment to diversity equity and inclusion with experience implementing DEI strategies in educational settings.
  • Organizational skills flexibility and the ability to manage multiple priorities in a dynamic environment.
  • Relevant certifications (e.g. Child Development Associate Certified Health Education Specialist)stronglypreferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$60940.00 - $103598.00
