Analytics Research and Measurement Manager (DSIS4/SPI) Project

This is a project position funded through 06/30/2028.

This position supervises and oversees the research and analytics for the Medicaid Transformation Project. This manager is the lead subject matter expert for MTP analytics and big picture strategic thinker who orchestrates the work of their teams. This role connects with partners both internal and external involved in their teams work. The ideal candidate will anticipate data needs and changes that will impact their teams vendors and health care services. About the unit:

The DATA (Data Acquisition Transformation and Analytics) team of the HCA within the Strategy Policy and Innovation (SPI)division is responsible for leading agency data strategy; and leading the implementation maintenance and enhancement of the data management analytics and reporting systems that inform agency leadership in support of HCAs goals as well as for monitoring program performance to ensure accountability and alignment with agency activities.

About the position:

This position supervises professional staff who design and implement health care research studies which includes methodological design analysis of data interpretation of findings and presentation of high profile often sensitive analyses. As a leader of data scientists and analytic contracts manager the position guides and strategizes for the development of advanced data analytics research and evaluation in support of Medicaid Transformation Project 2.0 Washingtons 1115 waiver. This position will oversee the development of actionable insights that can be used to improve health care outcomes solve problems meet reporting requirements and make informed policy decisions.

This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

Oversee the staff use of health care claims and supplementary data sources to design and develop health care analytics evaluation reporting and visualizations for Medicaid Transformation Waiver

  • Ensure organization leadership has key insights from data analyses used for policy decisions as well monitoring and evaluating program operation.
  • Lead the creation of data products using programming languages such as R SAS SQL M code and/or Python and/or visualization tools such as R PowerBi and/or Tableau.
  • Ensure high quality accurate scientific research and analysis meets the organizational data needs and federal requirements.

Supervise one or more team(s) of data analysts data scientists informaticists epidemiologists and/or econometricians for Medicaid Transformation Project 2.0.

  • Ensure overall compliance with agency process and external policy and/or legal requirements.
  • Oversee design implementation and accuracy of analytic projects developed by direct reports.
  • Ensure direct reports have the tools training and resources necessary to meet goals and objectives and service delivery standards.
  • Set standards and objectives for performance and identify strategies for implementation.

Advise strategize and oversee health care data efforts including analytic contracts data share agreements data collection management modeling evaluation research and statistical analysis for Medicaid Transformation Project 2.0.

  • Advise senior leadership on complex analytic policy planning timelines staffing needs and technical requirements including those requiring creative solutions to complex and ill-defined problems.
  • Responsible for developing Medicaid Transformation Project 2.0 analytic vision for the entire agency and designing prioritization deploying and enhancing health care analytic services and data sources for the organization

Partner with agency leadership and data requestors to develop and/or translate data requests into analytic projects supporting Medicaid Transformation Project 2.0.

Provide guidance and expert consultation on changes gaps and other impacts to Medicaid Transformation Project 2.0 data sources and infrastructure and associated policy and procedures.

Oversee and guide the development interpretation communication and presentation of data science findings to a variety of audiences including colleagues policymakers and the public.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Masters degree in informatics data science mathematics computer science statistics biostatistics epidemiology or other technical or quantitative related field
  • Two (2) years of experience performing and/or overseeing data science or informatics data work and
  • One (1) year of supervisory experience which can be gained concurrently.

Option 2:

  • Bachelors degree in informatics data science mathematics computer science statistics biostatistics epidemiology or other technical or quantitative related field
  • Four (4) years of experience performing and/or overseeing data science or informatics data work and
  • One (1) year of supervisory experience which can be gained concurrently.

Option 3:

  • Associate degree in a related field
  • Six (6) years of experience performing and/or overseeing data science or informatics data work and
  • One (1) year of supervisory experience which can be gained concurrently.

Option 4:

  • Eight (8) years of experience performing and/or overseeing data science or informatics data work and
  • One (1) year of supervisory experience which can be gained concurrently.

Required competencies:

  • Demonstrated leadership developing data-oriented initiatives and processes.

Preferred qualifications:

  • Deep knowledge of data governance best practices health care business and systems research methods and advanced statistical theory and techniques.
  • Advanced experience working with large and complex data sets; advanced level SQL R Python SAS or other programming skills; significant experience with data visualization using Power BI Tableau and other similar visualization tools.
  • Strong presentation and communication skills.
  • Adept at diplomatically and professionally partnering with internal and external partners.
