DistinguishingCharacteristics:
This is a journey-level specialized non-sworn technical classification. Incumbents carry a full caseload and are responsible for the complete resolution of each case assigned. This classification is distinguished from a Police Officer by the fact that the incumbent is not a sworn officer does not carry a firearm does not respond to in-progress incidents has minimal contact with suspects and does not make arrests.

Eligibility List
The candidates who successfully pass the selection process will earn placement on an Eligibility List. The Eligibility List may be used for current and future vacancies in the job classification as defined by the duration of the list at the time the list is established. The Eligibility List established for any recruitment may also be used to fill a lower-level position.
Proof of Education

Official or unofficial transcripts will be accepted. Conviction History
As a finalist for a job you will be contacted to schedule a fingerprinting appointment and your fingerprints will be sent to the California Department of Justice(DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest in limited circumstances) conflicts with the specific duties andresponsibilities of the job for which you are a finalist. Having a conviction history does not automatically preclude you froma job with theCity.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Two (2) years of experience conducting civil and/or criminal investigations that involved: collecting analyzing and evaluating evidence; conducting interviews; and producing detailed reports of investigations. Investigative experience in a law enforcement environment preferred.
Training:
Equivalent to an Associates degree from an accredited college with major coursework in criminal justice or a related field.
Note: The education requirement may be waived for those that have at least an additional two (2) years of the required experience listed above (at least four years total).
License and Certificate
Possession and retention of a valid California Class C Drivers License.
Digital Forensics certification is not required but highly desirable.
Additional Requirements
Must be willing and able to work irregular hours including weekends evenings and holidays.
Knowledge of:
Principles of criminal and civil law as necessary to evaluate complaints and determine if the allegation is civil or criminal.
Research data and evidence collection techniques as they pertain to criminal investigations.
Techniques for interviewing and obtaining information from various sources.
Pertinent federal state and local laws codes and regulations.
Standard office practices methods and equipment including computers and related software applications.
Report writing techniques.
English usage spelling grammar punctuation.
Emerging technologies.
Digital Cellular Forensics and cellular phone call data records (CDR).
Ability to:
Perform complex and specialized civilian law enforcement investigations.
Intermittently review and evaluate documents related to department operations; observe identify and problem solve office operations and procedures; understand interpret and explain department policies and procedures; explain operations and problem solve issues for the public and with staff.
Obtain relevant case information through interviews research and data collection.
Access and retrieve essential information from local State and Federal computer systems and databases.
Write thorough and accurate reports.
Prepare cases for filing and give clear and concise court testimony.
Determine the probable cause for search warrants seizure of evidence and arrest of suspects.

Understand and comprehend digital forensics and its application to criminal investigations.
