Who Were Looking for
The City of Beverly Hills Police Department is seeking highly motivated and qualified candidates for the position of Civilian Investigator. The Civilian Investigatorperforms complex and specialized civilian law enforcement investigations of financial crimes property crimes and crimes against persons. The Civilian Investigator is responsible for providing broad investigative support for the Detective Bureau by conducting misdemeanor and certain felony investigations. Thus the ideal candidate is expected to be knowledgeable about current laws and regulations surrounding the industry and be familiar with different computer systems and applications in order to maintain and accurately process case files. The ideal candidate possesses case management experience and is organized and self-sufficient. Additionally the ideal candidates works well as part of a team and communicates effectively.


DistinguishingCharacteristics:

This is a journey-level specialized non-sworn technical classification. Incumbents carry a full caseload and are responsible for the complete resolution of each case assigned. This classification is distinguished from a Police Officer by the fact that the incumbent is not a sworn officer does not carry a firearm does not respond to in-progress incidents has minimal contact with suspects and does not make arrests.

Selection Process
  • Candidates must meet the minimum qualifications as outlined in the job bulletin at the time of submission unless specified otherwise.

The selection process may include any combination of the following:

  • Review of Minimum Qualifications
    • All educational documents trainings courses and/or certificates required as part of the minimum qualifications must be attached to your application. The following is a list of all documents requested at time of application and must be submitted prior to the oral interview:
      • Associates Degree or Transcripts from an accredited college with major coursework in criminal justice or a related field.

    • The supplemental questionnaire may be used as an assessment tool to determine the most qualified applicants for this position.
  • Oral Interview(s)
    • The first interview is tentatively scheduled during the week of February 9th 2026
  • Background Check
    • The final step of the selection process requires a thorough police background investigation. The background investigation will include a comprehensive investigation of the candidates background which includes Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check education and employment history (including a credit criminal and DMV review) personal statement employment and personal reference check.


Eligibility List

The candidates who successfully pass the selection process will earn placement on an Eligibility List. The Eligibility List may be used for current and future vacancies in the job classification as defined by the duration of the list at the time the list is established. The Eligibility List established for any recruitment may also be used to fill a lower-level position.


Proof of Education

Disaster Service Workers

All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Major Duties

EXAMPLES OF ESSENTIAL DUTIES - Duties may include but are not limited to the following:

  1. Provide broad support for Detective Bureau and serve as a civilian investigator; assist detectives by conducting investigations of misdemeanors and certain felony investigations. Assignments may include Crimes Against Persons Property Crimes Crime Impact Team and the High Tech Crime Unit (HTCU).
  2. Review and complete crime reports; interview victims and witnesses by telephone and in person; prepare supplemental reports on interviews.
  3. Conduct investigations to detect or verify suspected violations of laws rules or regulations; examine a variety of records to secure or verify information concerning suspected violations or violators.
  4. Contact and interview individuals and representatives of business or governmental agencies; take statements and depositions and evaluate evidence.
  5. Respond to complaints and conduct routine checks or auditsof businesses agenciespawnshops secondhand dealers or gun dealers for license or permit misuse and other violations.
  6. Conduct investigativefollow-upwithmembersof the publiclaw enforcementandvariousinvestigativepartners.
  7. Contact other law enforcement agencies for additional information utilizing automated systems to research criminal history and crime trends
  8. Gather assemble preserve and report facts statements or affidavits and other evidence for use in legal or administrative actions.
  9. Analyze investigative findings to determine whether evidence warrants filing a criminal complaint; prepare investigation reports and assist attorneys assigned to cases in criminal prosecutions or administrative law proceedings.
  10. Submit comprehensive investigation reports including case documents and materials to the District Attorney for prosecution; review cases with the district attorneys office.
  11. Contact judges for arrest warrants and file warrants with the court clerk; make arrangements for the surrender of suspects wanted on warrants; coordinate the arrest of suspects by sworn officers.
  12. Prepare and review court orders and search warrants and complete required investigative forms.
  13. Conduct social media and computer database searches to identify and locate individuals accused of criminal activity.
  14. Perform records checks and investigate criminal background of suspects as assigned.
  15. Conduct search of digital forensic images in electronic devices e.g. cellular phones laptops and tablets.
  16. Review digital forensic reports for evidence of potential criminal activity.
  17. Prepare investigativesupport materials suchasphotographicline-ups crimebulletins fliersetc.
  18. Conduct crime scene investigations and collect physical and digital evidence.
  19. May assist with traffic investigations.
  20. Testify as needed in local state and federal courts.
  21. Assist new or existing staff in learning departmental practices and protocols methods and procedures.
  22. Build and maintain positive working relationships with co-workers other City employees and the public using principles of good customer service.
  23. Foster an environment that embraces diversity integrity trust and respect.
  24. Be an integral team player which involves flexibility cooperation and communication.
  25. Performs other duties as assigned.

Minimum Qualifications

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

Two (2) years of experience conducting civil and/or criminal investigations that involved: collecting analyzing and evaluating evidence; conducting interviews; and producing detailed reports of investigations. Investigative experience in a law enforcement environment preferred.

Training:

Equivalent to an Associates degree from an accredited college with major coursework in criminal justice or a related field.

Note: The education requirement may be waived for those that have at least an additional two (2) years of the required experience listed above (at least four years total).

License and Certificate

Possession and retention of a valid California Class C Drivers License.

Digital Forensics certification is not required but highly desirable.

Additional Requirements

Must be willing and able to work irregular hours including weekends evenings and holidays.

Knowledge Skills & Abilities

Knowledge of:

Principles of criminal and civil law as necessary to evaluate complaints and determine if the allegation is civil or criminal.

Research data and evidence collection techniques as they pertain to criminal investigations.

Techniques for interviewing and obtaining information from various sources.

Pertinent federal state and local laws codes and regulations.

Standard office practices methods and equipment including computers and related software applications.

Report writing techniques.

Emerging technologies.

Digital Cellular Forensics and cellular phone call data records (CDR).

Ability to:

Perform complex and specialized civilian law enforcement investigations.

Intermittently review and evaluate documents related to department operations; observe identify and problem solve office operations and procedures; understand interpret and explain department policies and procedures; explain operations and problem solve issues for the public and with staff.

Obtain relevant case information through interviews research and data collection.

Access and retrieve essential information from local State and Federal computer systems and databases.

Write thorough and accurate reports.

Prepare cases for filing and give clear and concise court testimony.

Determine the probable cause for search warrants seizure of evidence and arrest of suspects.

Understand and comprehend digital forensics and its application to criminal investigations.

Use sound judgment in recognizing scope of authority.

Operate and use standard office equipment including computers and applicable software applications.

Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.

Utilize appropriate safety procedures and practices for assigned duties.

Exercise tact and diplomacy in dealing with sensitive and complex issues.

Establish and maintain effective working relationships withthose contacted in the course of work victims prosecutors district attorney employees and co-workers.
