Main Purpose of Job

TheCoordinator for School Improvement supports the implementation of Marylandsstatewide system of support to local education agencies (LEAs) and schools toensure that all students particularly those who have been historically underservedreceive a fair equitable and high-quality education. This position plays akey role in advancing the mission of the Maryland State Department of Education(MSDE) by providing technical assistance monitoring and professional learningto improve outcomes in Comprehensive Support and Improvement (CSI) TargetedSupport and Improvement (TSI) and Additional Targeted Support and Improvement(ATSI) schools in alignment with Marylands multi-year strategic plan theBlueprint for Marylands Future and Marylands Consolidated State ESSA Plan.

Thisposition collaborates with and guides LEA school-improvement teams tostrengthen local implementation of evidence-based strategies policies andpractices that improve teaching and learning and accelerate outcomes forstudents in identified schools. Also this position partners with other MSDEoffices and external partners to align support and provide integrated technicalassistance to LEAs promoting coherence across funding streams initiativesand improvement efforts and engages with diverse communities and stakeholdersto analyze and communicate the effectiveness of improvement strategiesensuring culturally responsive and inclusive practices across schools anddistricts.

POSITION DUTIES

Provides Programmatic Lead Technical Supportof School Improvement initiatives.

  • Supports LEAs and schools in the development and implementation of school improvement best practices evidence-based strategies and coordinates professional development for CSI TSI ATSI and other low performing schools.
  • Provides coordination and support to LEAs focused on the process planning implementation and evaluation of an integrated system of academic and social emotional support in service of school improvement.
  • Collaborates with MSDEs Office of Research and Accountability in the execution of a Comprehensive Needs Assessment/Root Cause Analysis process for LEAs to identify gaps in student performance and develop evidence-based improvement plans.
  • Provides support for reviewing approving implementing and monitoring improvement plans as outlined in federal expectations.
  • Responds to inquiries from LEAs or internal stakeholders by providing timely and accurate information.
  • Maintains standard operating procedures for school improvement program administration.
  • Supports the allocation administration implementation and monitoring of 1003(a) school improvements grants to LEAs.
  • Collaborates with the Division of Financial Policy Planning Operations and Strategy to review CSI and ATSI formula calculation and develop the States ESSA Plan to allocate appropriate funding to CSI and ATSI schools.
  • Monitors LEA spend-down plans to ensure that financial and programmatic components of the grant are in alignment with approved grant applications.
  • Develops and maintains highly effective working relationships with MSDE staff LEAs various government agencies and professional associations.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Masters Degree or equivalent 36 credithours of post-baccalaureate course work in Education Education Administration/Supervision Educational Research Education Policy or a related field.

EXPERIENCE: Five years of administrative or teaching experience in oraffiliated with an education program including two years of experience incoordinating or administering an education program or service directly relatedto the position; experience coordinating a school improvement program ispreferred.

Notes:
  1. Candidates may substitute a bachelors degree with 7 years of the specified content experience to satisfy the minimum qualifications noted above.
  2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of teaching experience in engagingschool improvement initiatives.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledgeof designing delivering or supporting professional learning for school and district leaders.
  • Knowledgeof strategic alignment of funding to school improvement priorities.
  • Knowledge of State and federal laws regulations policies and issues governing education programs specifically Title I Part A and Title I 1003 (a) Approaching Targets Grant.
  • Knowledge of the Elementary and Secondary Education Act.
  • Knowledge of school improvement programs and initiatives.
  • Skill in developing and delivering research-based and best-in-class professional development programs.
  • Skillcollaborating across multiple offices departments or partners to align initiatives and supports.
  • Skillfacilitating or supporting comprehensive needs assessments root cause analysis or data-inquiry processes.
  • Skill in management of grant programs and funding.
  • Skill in planning and delivering technical assistance staff development and guidance to local school systems and external stakeholders.
  • Skill in implementing monitoring and evaluating programs.
  • Skill organizing and managing multiple tasks and timelines.
  • Ability to work as team member and establish and maintain effective working relationships.
  • Ability to organize and manage multiple tasks and deadlines.
  • Ability to interpret and apply learning standards policies and regulations.
  • Ability to work as a team member and establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing.
