Job Summary

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. GENERAL. This is a non-personal service contract under which the personnel rendering the services are not subject either by the contracts terms or by the manner of its administration to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Coordinators employees performing the tasks herein. Such contract employees shall be accountable solely to the Coordinator who in turn shall be responsible to the U.S. Government.

1.1 Description of Services/Introduction. The coordinator shall provide all personnel equipment supplies facilities transportation tools materials supervision and other items and non-personal services necessary to perform Catholic Parish Coordinator duties as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The coordinator shall perform to the standards in this contract. 1

1.2 Background. Over 20 percent of the Fort Irwin CA Community adheres to Roman Catholic faith so the coordinator shall be a practicing Catholic with fundamental understanding and appreciation of the Catholic faith and doctrines. The Government requires Administrative Catholic Parish Coordinator in support of military religious and worship activities. The Coordinator shall provide support to the Religious Support Office (RSO) Chaplains and Religious Affairs Specialists for Department of the Army (DA).

1.2.1 The Coordinator shall provide administrative support to the Catholic population by assisting the Catholic Chaplain and Priest as they conduct religious services as per the dictates of the Roman Catholic Church. The Coordinator shall adhere to the policies defined for the Pastoral Care of Catholic Personnel as published by Archdiocese for the Military Services (AMS). These support services include coordination of the celebrations within the Liturgical Cycle develop and maintain the Parish calendar coordinate all volunteer activities publicize religious events for the Parish maintain the Parish registration and census database prepare the Catholic weekly bulletin and recommend prepare and track all purchase order requests for religious supplies.

1.3 Objectives. The Catholic Parish Coordinator shall provide comprehensive religious support needed by the Catholic Community to meet statutory and mission critical requirements.

1.4 Scope. The Coordinator shall provide administrative support to the Fort Irwin Garrison Catholic population by assisting the Catholic Chaplain and Priest as they conduct religious services as per the dictates of the Roman Catholic Church. The Coordinator shall adhere to the policies defined for the Pastoral Care of Catholic Personnel as published by Archdiocese for the Military Services (AMS) dated 20 August 2008. These support services include coordination of the celebrations within the Liturgical Cycle developing and maintaining the Parish calendar coordinating all volunteer activities publicizing religious events for the Parish maintaining the Parish registration and census database preparing the Catholic weekly bulletin and recommending preparing and tracking all purchase order requests for religious supplies.

1.5 Hours of Operation. Hours may vary and shall be coordinated with the Garrison Catholic Chaplain. The Coordinator shall maintain such office hours as are necessary to accomplish the work as outlined in the PWS Para 6 Work to be accomplished. The Coordinator will have access to the offices Monday through Friday from 9:00 a.m. to 4:00 p.m. and Sunday from 8:00 a.m. to 11:00 a.m. It is expected that performance shall not routinely exceed ten (10) hours per week and that the coordinator shall establish published and predictable office hours during the week in coordination with the Catholic Chaplain.

1.5.1 Place of Performance. Performance location is established at the Main Center Chapel Fort Irwin California.

1.6 Background Checks. The Coordinator shall ensure coordinator employees and subcoordinator employees performing services under this contract have passed a security check conducted by the State Police Department of their U.S. residence. Security checks that have been completed as part of a personnel security clearance background investigation or a previous background check that was a condition of employment meet this requirement. Documentation of these checks will be made available to the KO or COR upon request. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Coordinator from performance of services required under this contract. If the Government determines additional background checks are required at a minimum and upon request from the Government the Coordinator shall provide to the KO or COR the following information on any coordinator or subcoordinator employee performing services under this contract: Full birth name Married name (if applicable) SSN or local equivalent (ID card number) Date of birth Place of birth (city country)

2 Specific Tasks. 2.1 Basic Services. The work to be performed shall include the following specified requirements.

2.2 Worship Services. Work performed by the Coordinator will be in support of the following weekly events. Sunday Mass Schedule: Sunday Mass held at 9:00 am at Main Post Chapel.

2.3 Duties and Responsibilities Workload Summary.

2.3.1 Assisting the Catholic Chaplain and Priest. Assist with coordinating celebrations within the Liturgical Cycle developing and maintaining the Parish calendar coordinating all volunteer activities publicizing religious events for the Parish maintaining the Parish registration and census database preparing the Catholic weekly bulletin and recommending preparing and tracking all purchase order requests for religious supplies.

2.3.2 Liturgical Cycle Requirements. The Coordinator shall coordinate denominationally specific administrative support for Catholic Masses; special events in the liturgical year such as Advent Christmas Lenten/Easter programs holy days of obligation and special celebrations which will require additional and similar support below. The Coordinator shall coordinate the denominationally administrative support as required for specific responsibilities identified below.

2.3.3 Parish Calendar. The Coordinator shall maintain the constantly changing parish calendar and resolve conflicts based upon prudent judgments governed by intimate knowledge of Catholic priorities and common operating procedures. The Coordinator shall coordinate with the Catholic Chaplain and solicits input from the Director of Religious Education (DRE) and other parties and publish (via email SMC Bulletin board and Facebook) the Fort Irwin schedules and liturgical worship calendar of the Catholic community incorporating weekly updates projecting four (4) weeks in advance. The Coordinator shall produce the calendar monthly and maintain it weekly.

2.3.4 Volunteer Coordination. The Coordinator shall coordinate the selection and training of volunteers for Catholic events both social and ecclesiastical (such as lector servers Eucharistic ministers ushers money counters Confraternity of Christian Doctrine (CCD) teachers fellowship after Sunday service) to ensure compliance in accordance with the Army Volunteer Corps (AVC) Program. The Coordinator shall maintain the list of volunteers within the parish/congregation providing it at a minimum semiannually to the Chaplain Catholic priest and shall assist the Pastor in the coordination of the Annual Volunteer Appreciation Luncheon to ensure all religious volunteers receive an invitation. The Coordinator shall act as the Point of Contact (POC) for the luncheon and shall maintain a list of all who attended.

2.3.5 Publicity Coordination. The Coordinator shall coordinate all advertisements and information for the Fort Irwin Catholic community programs. The Coordinator shall serve as the Catholic resource person to the Public Affairs Office (PAO) and subordinates PAO staffs concerning the publication of Fort Irwin Catholic community issues and happenings. The Coordinator shall coordinate and draft all public announcements and advertisements concerning religious educational or social events in the Fort Irwin Catholic community. The Coordinator shall advertise and promote Fort Irwin Catholic community program activities by use of Page 13 of 19 chapel bulletins the post bulletin bulletin boards flyers the community newspaper and any other appropriate media and social media.

2.3.6 Parish/Congregation Registration and Census database. The Coordinator shall coordinate and maintain a database of parishioners. The Coordinator shall produce a semi-annual consolidated census and shall observe the privacy regulations in its collection and main tenancy. The Coordinator accomplishes this registration by organizing and supervising semi-annual registration drives and by on-going registration as needed throughout the year.

2.3.7 Weekly Catholic Bulletin and Parish Administration. The Coordinator shall prepare and organize the input for the weekly bulletin provided for the Catholic Community. The Coordinator shall provide appropriate and pertinent information in the weekly bulletins that resource the spiritual needs of the parish/congregation to include correct order of service and liturgy upcoming congregation events and activities and seasonal liturgical information and announcements submitted by the Catholic Chaplain. Ensures the maintenance and quarterly distribution of the volunteer roster to staff and designated recipients. Updates information to the parish roster for use by the Catholic Chaplain and other designated individuals. Coordinates with the heads of various parish ministries for bulletin announcements pertaining to such ministries. The Coordinator shall be the POC for all items or activities to be entered into the bulletin and shall be reviewed by the Catholic Chaplain.

2.3.8 Monitoring Purchase Recommendation of Supplies. The Coordinator shall coordinate liturgical law and religious requirements as well as the social needs of the Parish and shall conduct a continuous analysis of consumption of liturgical and other Catholic specific supplies. Based upon the liturgical year the Coordinator shall assemble at least monthly a list of materials recommended for purchase which the Coordinator shall submit to the Catholic Pastor for approval. The Coordinator shall be the POC for the ordering and renewal of all publications and subscriptions needed by parish groups or events. The Coordinator will maintain and keep status of the Catholic requirements in the Command Master Religious Plan (CMRP) and produce purchase order requests for all necessary purchases. Approval authority will be the Catholic Pastor. The Coordinator is not a member of the Chaplaincy Program Budget Advisory Committee (CPBAC).

2.3.9 Priest/Catholic Chaplain Collaboration. The Coordinator shall collaborate with the Catholic Chaplain in the management of the Catholic Community Office. These duties include coordinating for substitute priests to provide coverage for Masses coordinating and preparing monthly Mass schedules by checking priest availability scheduling community members to attend Baptism classes preparing packet (including bib candle and paperwork) for each baptism and ensures ensuring it is at the respective chapel for the Baptism. The Coordinator shall prepare and file Baptismal and all sacramental paperwork to the AMS within 30 days. The Coordinator shall facilitate current ministry mailing schedules for liturgical ministers. The Coordinator shall coordinate farewell appreciation for volunteers upon their transfer/move out of the area.

2.3.10 Chapel Coordination Office Hours. The Coordinator shall establish a published and predictable office hours during the week in coordination with the Catholic Chaplain. These office hours shall be used to coordinate and respond to parishioner needs scheduling registration parishioner questions volunteer coordination as well as other PWS duties and requirements. It is expected that these established office hours shall be in the realm of five (2) hours per week and shall be during the Chapel business hours.

2.3.11 Parish Sacramental Administration. The Coordinator shall weekly file Sacramental Records and other sacramental paperwork with AMS and the churches of Baptism for Catholics at Fort Irwin by the process provided by the Chaplain. The coordinator shall assist in the preparation of AMS quarterly clergy reports. They shall update Religious Education Attendance Data (READ) as provided by the DRE.

2.3.12 Special Projects. The Coordinator shall coordinate with the Catholic Chaplain in preparing special programs e.g. Semi- annual Penitential Services priest meetings fellowship dinners etc. expected to not exceed five (2) projects a year. Page 14 of 19 2.3.13 Training. The Coordinator shall attend government-provided training in compliance with Garrison Chaplain standards. The Coordinator shall provide certificates of training as requested by the COR. The competency files are to be maintained by the COR.

3.0 Coordinator Qualifications. The Coordinator must provide a resume and documentation to substantiate personal qualifications. Although a specific degree is not mandatory any credentials pertaining to this position training and experience is considered in the award of this contract.

o Be familiar with the faith traditions and practices of the supported congregation(s) and committed to the spiritual health of the RSO and the supported worshipping community.

o Possess personal experience with the military culture and ministry in a multidenominational and multi-ethnic Christian community within a pluralistic environment ensuring a strong ability to understand the challenges and special needs of military personnel subject to deployment family separation and frequent military family moves.

o Possess strong organizational administrative and record-keeping skills.

o Possess the ability to comprehend and communicate effectively in English both orally and in writing.

o Be computer-literate and possess the ability to:

o Use Microsoft Office (Word PowerPoint Excel Outlook and Publisher) and have experience in desktop publishing in order to produce required bulletins or publicity items for the supported congregation.

o Become proficient in the purchase request SOP for inputting Non-Appropriated Fund (NAF) requests for required purchases that support the Senior Chaplain and the congregation. Needed training will be provided.

o Be able to provide personal transportation to fulfill contract responsibilities and any other items or services to fulfill this contract not furnished by the government.

Present a neat and well-groomed appearance appropriate for services being conducted during the performance of this contract wearing a nameplate identification badge supplied by the RSO when performing duties with or among volunteers and members of the worshipping community.
