The Neighborhoods Department is actively seeking four (4) Neighborhood Services Coordinator.

This is entry level professional planning work in designing implementing administering and monitoring the delivery of various types of human services programs and systems. Work requires a basic understanding and application of the theories principles and practices of human services usually gained through degree granting schools or an equivalent level of practical knowledge gained through experience. Contacts with others require skills in understanding and influencing people which are important in implementing and evaluating human services programs resolving work-related issues and problems and presenting and defending recommendations including skills of persuasiveness assertiveness and sensitivity to others point of view that are required to influence behavior change an opinion or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards and because of the changing priorities or different situations incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones known experiences. Work is performed mainly in an office environment. Availability to work during days evening and some occasional weekends. Operates a motor vehicle and standard office equipment such as personal computer. Physical demands are minimal but may occasionally require lifting and moving objects of up to 25 pounds and standing for extended periods. The work is performed under limited supervision where the work assignments are subject to established procedures practices precedents methods techniques standards and or well-defined policies and the worker plans and organizes the work determines their own priorities and the work is reviewed usually after the fact in terms of quality volume timeliness and for adherence to established methods. standards and policies.

Examples of Work

  • Communicates and discuss details of community activities and any issues that should be elevated to senior management.
  • Interacts and works with the general public acting as a liaison between City Officials City staff and the community.
  • Serves as a reliable source of information about City programs departments facilities and training.
  • Collaborates with others to help produce and facilitate neighborhood block parties festivals conferences and publications.
  • Acts as a delivery agent for certain City services and send out informational emails for the various City departments when asked.
  • Builds and maintains beneficial relationships communicates information to the public and coordinates activities for the public and organizations by setting up trainings for the community.
  • Acts as point of contact for the community by assisting the public when they call with concerns direct the public to the correct contact if not able to assist.
  • Reports to and works closely with Neighborhood Services Supervisor.
  • Facilitates meetings and cooperation among people agencies and organizations.
  • Prepares for and facilitates community meetings public engagement events and workshops in support of assigned committees which may include securing meeting locations dates and times for legislative committees.
  • Schedules and coordinates speakers/presentations from various departments boards City staff and government agencies as requested by committee chair.
  • Develops and maintains contact with community leaders the general public elected officials and City staff
  • Streamlines and handles public communication coordination efforts and public concerns.
  • Corresponds and responds to citizen inquiries.
  • Supports office programs and training for citizens to help educate the public
  • Works with the community to build community moral and pride by assisting the community with outreach events recruitment and or creating or supporting organization of neighborhood associations and groups.
  • Tracks program attendance committee membership and department and personnel representatives for the various meetings trainings and community events.
  • Collaborates and communicates with constituents to assist with starting a Neighborhood Association.
  • Sets up and staffs community events setting up tables and booths.
  • Responds efficiently to requests and inquiries from elected officials the general public and City staff.
  • Provides well-written clear and concise reports to management
  • Prepares meeting documents reports and meeting summaries monthly.
  • Provides electronic copies to committees and the public
  • Ensures meetings comply with City of Jacksonville Executive Orders Roberts Rules of Order and the Sunshine Law
  • Reviews and processes membership applications and documents submitted by citizens.
  • Operates standard office equipment such as personal computer using word processing spreadsheet database and other related software.
  • Demonstrates proficiency in the City of Jacksonvilles competencies.
  • Performs related duties as required.

  • Ability to develop and maintain effective cooperative and productive working relationships with those contacted during the course of work including the media elected and appointed officials management citizen groups and advisory boards the general public and others contacted.
  • Ability to be proactive and able to solve conflict and address issues.
  • Ability to communicate both verbally and in writing.
  • Ability to operate standard office equipment such as personal computer using word processing spreadsheet database publishing software and other related software.

Open Requirements/Supplemental Information

Human service programs meet basic health welfare and other needs of a society or group as people who are poor sick or elderly. This position is planning for programs that help these groups. Examples of human service programs are elderly and aging services child welfare services and general guidance and life planning help.


  • Five (5) years of education and/or experience in human services planning or a closely related field which includes

  • At least one (1) year of responsible administrative professional or technical experience in human services planning statistical research and program evaluation.

  • A associates degree or higher from an accredited institution in Public Administration Human Services Social Services Psychology Sociology or Family Services is preferred.

LICENSING/CERTIFICATION/REGISTRATION:
  • Must possess and maintain a valid drivers license during employment in this class.

  • Must qualify for obtain and maintain a City of Jacksonville public driver certification for employment.

OTHER REQUIREMENTS:

  • The probationary period for this class is six months.
