Main Purpose of Job
The Maryland Departmentof Commerce is seeking qualified applicants for the Budget and Payroll Analystposition within the Division of Administration and Technology.
POSITION DUTIES
Primaryresponsibility is to direct and coordinates formulation monitoring andpresentation of budgets for controlling funds to implement program objectivesof organization. Applies principles of accounting to analyze past and presentfinancial operations and estimates future grant revenues and expenditures todirect and formulate the budget. The incumbent will serve as the payroll leadensuring full regulatory compliance and auditing timekeeping records to incompliance with the Department of Budget and Management (DBM) Time and LaborBusiness addition incumbent will serve as a liaison officerfor Human Resources Central Payroll Bureau and Statewide Personnel System.
Candidates must possessworking knowledge of principles and practices of business and publicadministration budgeting and governmental appropriations accounting; analyticalprocedures and techniques and mathematical concepts used in developing andmonitoring agency budgets; government accounting standards; accountingprinciples and practices; In-depth knowledge and skill in analyzing recordsreports and other business and financial documents to organize and presentaccurate and concise conclusions and recommendations related to agency budgets;excellent interpersonal written oral communication and analytical skills. Proficient in the use of Microsoft Google SuiteWorkday Statewide Personnel System or other relevant financial software.
MINIMUM QUALIFICATIONS
Experience:Seven (7) years of experience in budget preparation presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and three years of experience in budget preparation presentation and execution for the required experience.
may substitute graduate education from an accredited college or university in accounting business administration economics finance political science or public administration at a rate of 30 credit hours for five years of required experience.
may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
1) A Bachelors degree in Accounting Finance or a related fieldfrom an accreditedcollege or university.
2) Proficient in the use of Microsoft Office Suite GoogleWorkspace Tools (Google Docs Google SheetsGoogle Meet Google Drive).
3) Experience in analyzing financial records reports and other document to develop accurate annual budget projections utilizing the BudgetingAccounting and Reporting System (BARS).
4)Experience Working with Maryland Statewide Personnel System (SPS) Workday Central Payroll Bureau and Human Resources.
