The City of Merritt is seeking a Cross Connection Control Coordinator to join the Public Works team. The Public Works team is a small team that responds to requests and overall tasks involved in the upkeep of the City of Merritts infrastructure including roads snowplowing utilities sanitation airport parks and cemetery. This position is responsible for administering implementing and enforcing the Citys Cross Connection Control and Backflow Prevention Program in accordance wit the BC Building Code Drinking Water Protection Act an CSA B64 standards. This position conducts cross connection inspections oversees backflow assembly testing supports the water metering program and performs routine water monitoring activities. As part of a small municipal team the incumbent is also required to provide operational support across the Public Works and assist with other duties as operational needs arise.
RESPONSIBILITIES
Cross Connection Control Program
- Administer coordinate and maintain the Citys Cross Connection Control Program.
- Conduct on-site cross connection inspections for residential commercial industrial and institutional properties.
- Assess hazards determine required levels of protection and ensure compliance with BC regulations and CSA B64 standards.
- Review plumbing plans permit applications and new construction for appropriate backflow prevention.
- Issue correspondence related to non-compliance testing requirements and corrective actions.
- Maintain records of assemblies test results inspection findings and compliance activities.
Backflow Testing & Oversight
- Conduct testing of backflow prevention assemblies in accordance with certification requirements.
- Coordinate and review annual testing results submitted by external certified testers.
- Identify deficiencies and ensure timely corrective actions by property owners.
Water Meter Reading & Maintenance
- Perform water meter readings inspections troubleshooting and basic maintenance.
- Support installation replacement and verification of meters as required.
- Maintain accurate meter data and support billing accuracy through field verification.
Water Sampling & System Monitoring
- Collect routine drinking water samples in accordance with Interior Health permit requirements.
- Conduct chlorine residual testing temperature checks and other field water-quality parameters.
- Conduct fire hydrant flow testing assist with watermain flushing reservoir cleaning and general water system upkeep as needed.
General Public Works Support
- Assist with Utility or Public Works operations in other areas during staffing shortages emergencies or periods of high workload.
- Provide technical support respond to customer inquiries and represent the City in a professional manner.
Qualifications :
REQUIRED EDUCATION TRAINING & EXPERIENCE
- BC Water and Waste Association (BCWWA) Backflow Assembly Tester Certification or equivalent Cross Connection Control Inspector Certification
- A degree or diploma in environmental science civil engineering or a related field is an asset
- Experience in water systems management or a related field
- Experience with FAST and Neptune 360 software or related equivalent
- Additional qualifications such as a Class 3 Drivers License certifications in water distribution treatment and/or collection confined space entry certification etc. are an asset.
