Job Summary

Job Summary:

The Manager Human Resources & Administration will oversee and manage all HR functions and administrative for the whole company operations. The role ensures alignment of HR strategies with business objectives efficient office operations compliance with labor laws and productive work environment.

Main Responsibilities:

1. Hunman Resources strategic and Planning

  • Develop and implement HR strategies aligned with business goals.
  • Plan workforce requirements lead recruitment selection to ensure candidates complete on time-to-hire for succession planning.
  • Ensure effectiveness of induction and proper onboarding processes for new employees and retention initiatives.
  • Propose retention strategic with all department to keep top talent employee
  • Build a strong employer brand to attract top talent.

2. Compensation and benefits

  • Oversee and manage payroll calculation benefits administration and statutory compliance (labor laws tax NSSF) according to companys payroll policy
  • Conduct salary benchmarking for wage and benefits improvement
  • Overview the HRA budget and initiate reduction unnecessary expense strategic plan with Finance Department

3. Performance Management

  • Develop and communicate job expectations KPIs and job descriptions.
  • Collaborate with department heads to define performance measurable targets.
  • Facilitate goal review meetings between managers and employees.
  • Track employee performance through reports dashboards and evaluations.
  • Support managers on how to evaluate performance fairly and objectively.
  • Lead mid-year and annual performance appraisal processes and track record for performance development with proper documentation rating.
  • Recommend recognition rewards and growth opportunities for high achievers
  • Support performance improvement plans (PIP) for employees underperforming.
  • Ensure employee engagement satisfaction and healthy workplace culture initiatives improvement.
  • Handle employee relations be the point of contact person solutes the conflict grievances disciplinary matters and exit processes.

4. Learning & Development

  • Identify training needs and implement L&D programs.
  • Measure training effectiveness.
  • Support career growth and succession planning initiatives.
  • Build training frameworks and work with all departments to ensure all employees performance meets the KPIs setting.

5. HR Operations & Compliance

  • Update and transform HR policies to support the production and operations department with best practice and ensure adherence across the company.
  • Maintain employee records Master list HR reports and HR data integrity.
  • Updating company profile Org-chart and JD to align with
  • Support safety and workplace compliance
  • Liaise with government authorities
  • Ensure register the legal compliance in Cambodian Labor System such: LACMS SICMS FWCMS.

6. HR Analytics & Reporting

  • Monitor HR KPIs: attrition morales engagement recruitment efficiency for CM/MD 3months review
  • Analyze HR metrics and prepare reports for CM/MD review.

7. Office supply Management

  • Manage office supplies equipment and inventory.
  • Coordinate maintenance and repair of office equipment.
  • Maintain organized filing systems (digital and physical)
  • Administrative Support on planning and coordination of company events and meetings.
  • Recordkeeping & Documentation for fix asset
  • Distribute internal communications memos and announcements.

8. Occupational Health and Safety

  • Develop OHS policies and ensure all employees are working in safe conditions.
  • Support Productions and Operations department work smoothly
  • Regularly checking and the firefighting system and coordinating fire drills (fire extinguisher smoke detector sprinkler) are readiness to use.
  • Conduct OHS training for employees for safety awareness.
  • Ensure the company complies with all relevant occupational health and safety laws standards and regulations
  • Identify potential workplace hazards and perform risk assessments.
  • Develop and implement corrective and preventive measures.
  • Develop and maintain emergency response plans.

Development performance management to align with company vision and mission and core value. Ensure all policies are trained and well acknowledged to employees. Reduce and cut off unnecessary expenses for cost saving.

Main Requirements:

  • Bachelor/masters degree in HRM or related field.
  • HRM certification from Nation Institute of Labor or Administration Management.
  • Strong knowledge of Cambodia Labow and HR best practice.
  • 4-7 years experience in HR and Administration and at least 2 years experience in management roles.
  • Good knowledge data privacy regulation payroll and data Analyst tool
  • Excellent in Management skills and immediate attending in details
  • Strong interpersonal skills and
  • Fluent in English and Khmer
  • Exceptional leadership interpersonal communication and stakeholder management skills.
  • Proficiency in MS office and HRIS systems.
