Position Overview:

Under general supervision trains directs organizes plans and facilitates the functions and activities of regional HRA panels in the disposition of alleged disability rights violations committed by service providers and in matters of special education. Organizes directs and guides on-site investigations conducted by a regional authority. Directs and facilitates scheduled regional authority public meetings in accordance with the Open Meetings Act and compliance with HRA program mandates especially regarding special education matters. Finally position will conduct public outreach to expand awareness and participatory interest in the HRA program via involvement in community activities and events sponsoring informational and educational public presentations highlighting the program distributing outreach materials and disseminating information.

Essential Functions

  • Manages directs organizes plans and facilitates the functions and activities of a regional HRA panel in the disposition of alleged disability rights violations committed by service providers.
  • Organizes directs and guides on-site investigations conducted by a regional authority.
  • Directs and facilitates scheduled regional authority public meetings in accordance with the Open Meetings Act and compliance with HRA program mandates.
  • Conducts public outreach to expand awareness and participatory interest in the HRA program.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires possession of a bachelors degree from an accredited college or university program including 20 semester hours of coursework in social work or a related human service or social science field; or in criminal justice. * related graduate coursework or degrees may be accepted as satisfying educational requirements.
  • Requires two years of professional experience in human services program management or management of a social services delivery program or two years of professional caseworker experience that included utilization of investigative methods and practices.

Preferred Qualifications

  • Prefers three years experience in negotiating case outcomes and resolving conflicts in both emergency and nonemergency situations.
  • Prefers ability to write clear concise and well-organized reports and maintain accurate case records.
  • Prefers strong interpersonal and communication skills to effectively engage complainants service providers and other stakeholders.
  • Prefers ability to develop and maintain collaborative working relationships with agency staff government entities and community partners.
  • Prefers ability to work independently and exercise sound judgment to meet program and case requirements.
  • Prefers proficiency in using computers and case management databases to track and document case activity.

About the Agency

Created in 1979 the Illinois Guardianship and Advocacy Commission protects the rights and promotes the welfare of persons with disabilities. A board of 11 commissioners who serve without compensation govern the agency. The Commission is an executive state agency created to safeguard the rights of persons with disabilities. By providing legal representation investigating complaints of rights violations and providing state guardianship for Illinois population with disabilities the Commission has given a voice to those who have previously gone unheard.
