We are looking for a Licensed Utility Manager Telecommunications for our client in Buford GA. is a senior field and project leader responsible for overseeing underground utility construction supporting large-scale telecom infrastructure projects including fiber optic network builds conduit systems and related utility installations.Candidates may come from telecom/communications water or power utility backgrounds but will be working directly within the telecommunications environment partnering with OSP engineering construction permitting and inspection teams to deliver projects safely compliantly and on schedule.This role serves as the qualifying Utility Manager under Georgia law and is a required position for utility contracting operations in the state.ResponsibilitiesProject Oversight & Execution- Oversee all phases of utility construction for telecom projects from mobilization through close-out.
- Manage underground utility activities including trenching directional boring conduit installation duct banks handholes vaults and restoration.
- Ensure alignment between utility scopes telecom OSP designs fiber routes and construction schedules.
Compliance & Safety- Ensure compliance with Georgia state regulations local authority requirements and applicable federal standards
- Enforce OSHA excavation safety confined space and NPDES requirements
- Serve as the accountable authority for safe jobsite practices
Field & Personnel Management- Supervise utility foremen crews subcontractors and inspectors
- Ensure work is performed per approved plans specifications safety procedures and quality standards
- Provide leadership guidance and corrective action as needed
Technical Leadership & Quality Control- Interpret engineering drawings utility plans telecom OSP designs and geotechnical reports
- Determine appropriate construction means and methods to address site conditions and utility conflicts
- Conduct site inspections covering trenching installation bedding backfill compaction and restoration
- Verify installations meet depth separation and placement requirements
Stakeholder Coordination- Act as the primary liaison with telecom project managers municipalities inspectors permitting authorities and utility owners
- Coordinate inspections approvals and issue resolution
- Support permitting right-of-way compliance and documentation requirements
Key Skills: Active Georgia Utility Manager License (required) underground utility construction expertise applied to telecom fiber builds strong knowledge of trenching directional boring conduit systems and restoration Ability to read and interpret utility civil and telecom OSP plans working knowledge of telecom permitting ROW requirements and make-ready coordination and proven ability to lead field crews and interface with inspectors and municipalitiesTekCom Resources is an Equal Opportunity Employer
