Technical Advisor

Our Client Ministry of Commerce Government of Pakistan based in Islamabad seeks to appoint an experienced and seasoned professional as Head of Research on contractual basis.

Job Description

• Formulate policy recommendations strategic frameworks and implementation plans aligned with national economic objectives and Pakistans international trade obligations.

• Advise senior leadership on emerging commercial and geopolitical developments affecting Pakistans trade outlook including risks opportunities and required policy adjustments.

• Prepare policy briefs analytical notes and position papers to support informed decision-making at the Ministerial and inter-ministerial levels.

• Provide technical inputs for WTO negotiations FTA formulation and review non-tariff measure reforms and bilateral or multilateral trade engagements.

• Identify policy priorities related to export promotion market access trade facilitation standards compliance services trade investment linkages and global value-chain integration.

• Review Pakistans economic policies and provide evidence-based recommendations to ensure that trade-related policies are fully aligned with national development priorities fiscal strategies and sectoral growth objectives.

• Monitor and evaluate the impact of trade policies on competitiveness industry upgrading and export performance and recommend corrective measures where required.

Pre-requisites:

Education:

• Masters or equivalent degree in Economics International Trade Public Policy Development Studies Business/Public Administration or any other related field from HEC recognized local or foreign institutions. Additional qualifications certifications/ Training/experience in Trade Policy or Tariff related areas are essential desirables.

Experience:

Minimum professional experience of 15 years in the relevant field.

• Ability to communicate effectively at national and international level.
• Commitment to professionalism discipline integrity.
• Strong technical and management skills and ability to coach and guide the Cross functional teams.

Terms and conditions:

1. Recruitment will be made as per updated Special Professional Pay Scale (SPPS) Policy issued by the Establishment Division Government of Pakistan vide its O.M. No. 1/11/2018-E-6 dated.
2. The appointment will be made on contract basis initially for a period of two (02) years further extendable for another two (2) years subject to requirements and satisfactory performance.
