Action Against Hunger has been present in Kenya since 2001 and is a transformative leader in Food security and nutrition for improved quality of life among vulnerable communities. The organization recognizes gender equality as central to its core strategy towards realization of effective and sustainable outcomes on nutrition health WASH and surveillance interventions. Action Against Hunger is currently implementing activities in West Pokot Mandera Isiolo Tana River Nairobi and Baringo counties.
I. Summary of position
The holder of this position will be to provide technical backstopping on Monitoring Evaluation Accountability and Learning (MEAL) for the Action Against Hunger project implementation in the mission. The position holder will participate in project design specifically in the development of M&E frameworks collaborate with communications focal person in supporting the documentation of human-interest stories lessons learnt and best practices ensure implementation meets the key standards and work-plan and scope. The MEAL Officer will spearhead surveys and surveillance activities in collaboration with key stakeholders conduct routine project monitoring and spearhead project final evaluation. The MEAL officer will also be responsible for support of data management cycle in the bases.
The MEAL Officer: The role has the following purpose engagement and delivery: -
Purpose: Provide technical support in Program Monitoring Evaluation activities Accountability mechanisms and Learning products across different field bases in the mission.
Engagement:
The role involves representing Action Against Hunger in various county-level external forums related to information management monitoring and evaluation while working closely with relevant county government departments to conduct joint surveys surveillance evaluations and monitoring activities. It also includes providing technical MEAL support to program teams and maintaining a hierarchical and project management relationship with Program Managers and Field Coordinators to ensure effective implementation and accountability.
Delivery:
The MEAL Officer is responsible for coordinating the aggregation and analysis of routine quantitative data; designing maintaining and updating performance dashboards and other visualization tools; developing data collection tools; and producing Post-Distribution Monitoring (PDM) baseline and endline reports. The MEAL Officer also ensures timely accurate and actionable reporting to support program decision-making and accountability.
II. Essential job functions
Project Monitoring ( 50%)
Develop create a framework and procedures for MEAL and strengthen monitoring and evaluation of the framework and procedures for all project activities and progress towards achieving the project output;
Data Management (30%)
Management of data reporting cycle by generating internal data reporting calendar data collection process data analysis and data sharing/dissemination.
Survey and surveillance Activities (15%)
Provide technical support during surveys and assessments in collaboration of the local authorities and relevant govern procedures/protocols adherence to Government of Kenya procedures / protocols / guidelines designed methodology reporting process etc.
Any other assignment (5%)
Perform any other task assign by supervisor or any other person in authority which is within the office jurisdiction.
III. Supervisory Responsibilities
Coordinate delivery of MEAL objectives with Enumerators/Data entry clerks
Initiate training packages on basics of MEAL to be used by Enumerators/Data entry clerks routinely or on demand.
IV. Fiscal Responsibility
Track Counties base level MEAL activities monthly budget requests.
Participate in development of assessment budget plans.
Track/analyze at Counties base level all Project budget expenditure versus performance.
Track performance against the Projects strategy targets.
V. Physical Demands
The role requires prolonged sitting focused work and producing accurate output under tight deadlines and a moderately noisy office environment with frequent interruptions. Strong proofreading skills are essential.

VI. Working Conditions Travel and Environment
The role requires regular attendance (at least five days per week) and availability to work outside normal hours including weekends as needed.
The employee must be able to travel domestically and internationally including to country offices. Field assignments may constitute up to 70% of working time and may involve high-security risks basic living conditions exposure to weather extremes and potential infectious diseases.
Travel to various field in different counties will be required

Required Skills:
Required Education: Degree in business-related Field: Finance/Accounting. Professional qualification of CPA will be an added advantage Basic knowledge of and interpretation of the Kenyan labour law Preferred Skills/Competencies: Excellent analytical and writing skills. Problem Solver. Compatibility for both independence and teamwork. Persuasive and confident communicator able to deal with senior colleagues throughout the organization. Persistence and assertiveness combined with tact and diplomacy 3 -5 years experience in a busy organization or Non-profit organization Demonstrated flexibility and or adaptability. Required Education:
Bachelors degree in a relevant field such as Monitoring and Evaluation Statistics Epidemiology Public Health International Development or another field of social sciences. Minimum 5 years work experience on similar position with similar setting and responsibility. Demonstrated experience in developing project monitoring and evaluation systems.
