About the Position:
The Management Analyst I (Flex) plays a key role in supporting Animal Services through research data analysis program coordination and policy development. Working closely with division leadership this position supports a variety of efforts including program performance tracking budget and contract administration and the implementation of new or enhanced Animal Services programs and initiatives.

A Day in the Life
No two days are exactly alike in Animal Services. One day you might be analyzing program data to prepare performance reports or assist with budgeting and resource tracking; the next you could be collaborating with community partners on animal welfare initiatives or drafting reports for departmental leadership. Youll attend meetings to discuss ongoing programs help implement new services and respond to inquiries from the public nonprofit partners or internal stakeholders.

Throughout the day youll work closely with a supportive team dedicated to improving animal welfare through innovative and compassionate solutions knowing that your contributions help strengthen the Citys efforts to protect and care for animals in the community.

What You Need to Qualify

Education and Experience:
Bachelors Degree in Finance Public or Business Administration or a closely related field; AND at least one (1) year of professional experience performing administrative operations budgetary and similar analyses; or an equivalent combination of education training and experience.

Experience in a governmental agency is preferred.

Licenses Certifications and Equipment:
A valid California drivers license is required.

Knowledge of and skills in:

  • Applying principles and practices of public administration including administrative organizational financial and procedural analysis.
  • Developing and managing municipal budgets while ensuring compliance with City policies and fiscal procedures.
  • Planning and managing projects using effective tools techniques and performance tracking methods.
  • Interpreting and applying federal state and local laws regulations court decisions and ordinances relevant to assigned responsibilities.
  • Conducting research and analyzing data using statistical and narrative methods to support sound decision-making.
  • Preparing clear concise and well-organized reports memoranda correspondence and other written materials tailored to the intended audience.
  • Communicating effectively both orally and in writing with staff leadership and external stakeholders.
  • Maintaining accurate records files and documentation in accordance with public records requirements and City administrative policies.
  • Establishing and maintaining productive professional working relationships across departments and with external partners.

Physical Requirements and Work Environment:
The employee works under typical office conditions and the noise level is usually quiet. The employee may periodically be required to work in outside conditions; exposed to wet or humid conditions; work in conditions where the noise level may be loud; and may be exposed to sick injured and vicious animals. The employee occasionally works in an animal kennel where the noise level can be loud. While performing the duties of this job the employee is regularly required to sit; talk or hear both in person and by telephone; use hands to manipulate handle and feel computers and standard business equipment; and reach with hands and arms. The employee is frequently required to stand and walk. Specific vision abilities required by this job include close vision and the ability to adjust focus.
