Job Description

GENERAL PURPOSE
The Elections Technician position is responsible for supporting the operations and functions of County elections. The individual in this position administers processes and procedures for election programs including data entry for voter registrations.

SUPERVISION RECEIVED
This position reports directly to the Elections Registrar and/or the Deputy Elections Registrar.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Ability to work overtime when necessary including an occasional Saturday. Ability to work sixteen (16) hours or longer per day during the period of Election Day for primary general and special election cycles.

Answers telephones and receives visitors to office. Provides exceptional customer service by effectively communicating with visitors by telephone email or in person. Adequately resolve visitors issues or directs visitors to appropriate staff able to provide assistance.

Locates voter addresses polling places and other relevant data pertaining to registered voters.

Receives and processes cash and checks. Charges appropriate fees as per the Northampton County Elections Division Fee Schedule. Provides receipt for paid fees.

Explains petition/nomination paper process to candidates running for office.

Maintains and updates voter records through the comprehensive SURE system.

Completes data processing of voter information through a variety of media including hard copy transaction and state supplied updates reflective of the Motor Voter laws forwarded by the Department of Transportation and the Department of Health. Processes PENNDOT voter application batches (initial or change). Processes Department of Health (DOH) cancellation applications county-to-county transfers (XROC DOTOC) in-county transfers and address changes (DOTNC DOTIC). Completes required steps for adding or alternating a voters record. Maintains knowledge of the pertinent responses and follows up with additional data processing to record responses both electronically and as hard copy attachments.

Generates and prints voter ID cards individually or by batch.

Reviews and records regular absentee/mail-in ballot applications military civilian overseas emergency applications and walk-in absentee/mail-ins. Generates labels and mails absentee/mail-in ballots after receiving applications and recording electronically.

Organizes and packs election supplies to ensure proper election procedures are maintained at the polling places.

Records votes from absentee/mail-in ballots using scanning/barcode reading devices.

Maintains poll worker database for all election cycles.

Proofreads various types of balloting material as well as newspaper advertisements.

Investigates and complies with the Help Americans Vote Act.

Establishes and maintains files on alphabetic chronological numerical or other basis. Retrieves requested materials from files. Signs date-stamps or otherwise identifies and/or controls files. Files election materials and applications as well as purges/archives as directed.

Composes correspondence using Microsoft Office and Outlook or any other necessary applications. Generates individual letters to voters as well as mass mailings.

Retrieves and processes all mailed correspondence received in the department. Sorts and distributes to appropriate parties.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE- Completion of a high school or general equivalency diploma;AND

At least two (2) years of general clerical or customer service experience in an administrative professional retail or governmental setting;AND

Prior experience with the electoral process is preferred.

Individuals in this role are not permitted to engage in partisan political activities.

KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of clerical practices and procedures commonly employed in administrative/governmental offices.

Thorough knowledge of English usage grammar spelling and punctuation as used in clerical assignments in administrative/governmental offices.

Thorough knowledge of voting machine functions and vote tabulation is necessary to stave off count deficiencies.

Skill in gathering information from and explaining procedural and/or processing requirements to voters candidates visitors callers clients members of the public and representatives from other offices both within and outside of the County.

Skill in organizing workload establishing priorities and completing clerical processing requirements.

Ability to use spreadsheet database graphics and/or similar computer programs when required by work assignment.

Ability to establish and/or maintain filing and other recordkeeping systems.

Ability to operate personal computer copiers and other office equipment if required by work assignment.

Ability to establish and maintain productive and effective working relationships with associates callers visitors clients representatives of other offices and the public.

Ability to interface with technical personnel regarding software and hardware difficulties.

TOOLS AND EQUIPMENT
Phone personal computer including Microsoft Office applications and specialized elections software copy machine fax machine calculator letter folder pressure sealer/folder and large paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job the employee is frequently required to sit and talk or hear.

The employee must occasionally lift and/or move up to fifty (50) pounds.
