Job Description

Title: Director of Business & Finance

Reports To: Superintendent of Schools

Job Summary:

To provide leadership in the development implementation and continuous monitoring of the School Committees operating budget. The Director of Business and Finance serves as overseer of the Business Office interacts with Food Services Transportation and Operations (Facilities and Technology). The Director of Business and Finance acts to ensure that the regional districts fiscal practices are in compliance with statute regulations and best business practices. The Director of Business and Finance assists the Superintendent and Assistant Superintendents in all matters as defined by the Superintendent.

Qualifications:

  • Current Massachusetts Certification as School Business Administrator
  • Current Massachusetts Certified Public Procurement Officer (MCPPO)
  • Masters Degree or MBA preferred
  • Minimum of three years experience as a Regional School Business Administrator preferred
  • Leadership ability in school administration with a thorough understanding of the Commonwealths school and finance statutes and regulations as they relate to a regional school district.
  • Thorough knowledge of federal state local and school committee laws policies regulations and procedures relating to finance budgeting and employment.
  • Excellent interpersonal and communication skills.
  • Experience in grants management
  • Experience with human resource requirements and procedures
  • Experience with transportation procedures and regulations
  • Experience in operations management preferred
  • Experience with accounting and financial software - Munis preferred

Performance Responsibilities:

  • Supervises and manages the financial affairs of the school district under the direction of the Superintendent including the administration of funds accounting systems and reporting procedures
  • Manages the development and implementation of the School Committees operating budget including general fund grants and revolving accounts and to recommend in-year adjustments as may be necessary
  • Has a thorough knowledge of the two types of assessment methods available to regional school districts
  • Oversees the collection collating and completion for submission to the appropriate Commonwealth agencies the End-of-the-Year Report and all other required state and federal financial reports required by statute which provide for funding of regional public school systems
  • Understands the role of the Director of Business & Finance Regioanal Treasurer
  • Understands communicates and applies statutes instituted by the Department of Elementary & Secondary Education and/or the Commonwealth of Massachusetts pertaining to District policies and procedures and works closely with Districts legal counsel in order to maintain compliance in all areas of responsibility.
  • Establishes and maintains all accounting processes associated with administering the school budget: accounts receivable accounts payable personnel payroll and benefits warrants grants and gifts special revenue and revolving accounts and appropriate reports related to these processes
  • Assists the Superintendent with the development of the annual school district budget transposing of the approved budget into the appropriate format and administers the daily control of all budget expenditures based on the approved budget and approved transfers of funds
  • Submits monthly budget statue reports to the Superintendent Administrators and School Committee
  • Develops and monitors the approved system for the spending of school district funds (purchase orders and warrants) within the limits of the approved budget; including proper communication and implementation of procurement procedures
  • Acts as liaison between the School District and the Town Officials regarding school finance related requirements
  • Remains involved in local and national School Business Organizations
  • With the Director of Facilities and in conjunction with the Operations Department develops and maintains a database regarding all school property of significant value
  • Administers through the Director of Transportation the bid process related to school transportation services to insure appropriate contracted services are in place to provide a student transportation program designed to meet the needs of the daily instructional program and related extracurricular activities.
  • Supports the Food Service and Director of Facilities job functions
  • Develops all bid specifications and oversee all bids are in proper form are properly advertised and registered and all bid processes and requirements are properly implemented including officiating at all bid openings
  • Collaborates with the Operations Department on projections and financing of all capital projects
  • Prepares all federal state and local financial reports for agencies having jurisdiction over public school districts
  • Coordinates and prepares with the assistance of the Data Administrator and other applicable Administrators the submission of the Department of Education statistical reports
  • Supervises and evaluates all business office staff
  • Supervises all accounts receivable and accounts payable functions for the school department
  • Supervises payroll processes and functions
  • Assists in the negotiations process between the School Committee and the bargaining units of the Whitman Hanson Education Association (WHEA)
  • Prepares presentations to the School Committee or public related to areas associated with responsibilities and provide the School Committee Superintendent and Administrators with appropriate financial information and records upon request
  • Serves on district committees participates in district activities and represents the district as warranted or as directed by the Superintendent
  • Responsible for the maintenance lease agreements and service contracts of all office equipment
  • Manages and maintains all School Department insurance programs
  • Oversees and provides necessary documentation for annual fiscal audits and single audit if necessary
  • Develops and recommends financial policies regarding the management of School Department fiscal matters to the Superintendent
  • Performs other duties responsibilities and tasks as assigned by the Superintendent of Schools

Terms of Employment: As per contract

Performance Evaluation: The Superintendent of Schools will evaluate the performance of the Director of Business and Finance with input from the Assistant Superintendent.

Compensation & Benefits: Compensation and benefits shall be subject to negotiations between the Superintendent (as an agent of the school committee) and the Director of Business & Finance.
