GENERAL DESCRIPTION:


This position the Senior Enterprise IT Project and Portfolio Manager plays a crucial role in ensuring that Wyomings IT investments align with business goals are effectively managed and deliver measurable value to the organization and State. They are responsible for overseeing the entire lifecycle of IT projects from conception to completion and driving continuous improvement to enhance organizational performance and competitiveness. This includes completion of strategic and long-term project and portfolio management with a significant impact on the assigned agencys technology mission and enterprise alignment. Serves as the senior project lead and subject matter expert providing direction and guidance to project team members. Bring extensive knowledge and experience to the team in managing mission critical and complex agency projects and/or programs.

  • Strategic Alignment through Leadership & Stakeholder Management

    • Identifies opportunities for business value optimization or innovation
    • Aligns initiatives to enterprise strategies roadmaps and priorities
    • Providing leadership guidance and mentoring to a team of project managers. This includes setting clear expectations fostering a positive and collaborative team environment and promoting professional development.
    • Providing regular updates and reports on project status progress issues and risks to senior management and stakeholders. Ensuring that all stakeholder communication channels are open transparent and effective.
  • Project/Program Delivery - Enterprise IT Project and Portfolio Management

    • Responsible for the project management of Complex Multi-Agency Critical Systems ensuring the IT solutions for the state meet the business goals and deliver measurable value to the State.
    • Prioritizing projects based on their strategic importance potential benefits resource requirements and risks. This ensures that resources are allocated to projects that provide the greatest value and contribute most effectively to organizational goals.
    • Continuously evaluating and optimizing the portfolio of projects to maximize value delivery and alignment with strategic objectives. This may involve adjusting project priorities terminating or suspending projects that no longer align with organizational goals and reallocating resources to high-priority initiatives.
    • Develop procedures to identify and track critical technology projects to ensure they are on schedule and that appropriate resources are assigned.
    • Leads the design testing planning and implementation of large complex multi-agency/Enterprise projects impacting critical infrastructure and with political impacts to the State of Wyoming through the use of Project Management best practices and tools.
    • Responsible for maintaining complete control on project schedule budget and risk issues.
    • Creates executes and revises project work plans as appropriate to meet changing needs and requirements. Some of these plans include:
      • Resource Management - determines what resources are needed to carry out projects and works with project sponsors and leadership to secure appropriate staff and skills.
      • Scope and Change Management - manages day-to-day operational aspects of a project and scope including any project requirement changes.
      • Risk Management implement procedures to minimize exposure and risk on projects.
      • Communication Plan responsible for all communications associated with a project to include
    • Serve as the SME program manager for Enterprise programs and solutions.
  • Business Analysis & Procurement Management

    • Responsible for the preparation and management of an annual program budget.
    • Develops statements of work for incorporation into contracts; reviews all project related contracts; ensures contracts meet project specification; ensures appropriate and correct contracting procedures are followed during the development and approval of contracts; ensures the correct contracting mechanism is utilized.
    • Manages project related software licensing maintenance & support fees consultant contracts during a project to support the Project Sponsor and set the agency up for long-term success.
    • Translates requirements into functional/technical specifications and ensures the alignment with business objectives with a value driven approach.
  • Technical & IT Governance Awareness - Information Technology Lifecycle Management

    • Supports Agency Project Sponsors with buy vs. build analysis on Enterprise Service Platform Offering available within the Department of ETS or to move forward with RFI/RFP.
    • Subject Matter Expert on ETS Enterprise Platforms and the functionality of modules within those platforms. This position will critically review agency technology proposals for suitability within ETS Enterprise Platforms.
    • Lead ETS efforts to ensure that an agencys Information Technology strategy and related project proposals comply with the ETS strategic plan and Enterprise Platform initiatives.
    • Prepare/Provide Executive Level Reports to ETS Leadership on ETS Enterprise Platform projects and how those projects enhance Wyoming Information Technology Portfolio.

Qualifications


PREFERENCES:

Preference may be given to those with strong stakeholder engagement and communication skills

Preference may be given to those with experience in IT Business Operations in Government

Preference may be given to those with Business Analysis and/or Project Management Certifications

Preference may be given to those with experience in IT Portfolio and Program Management



KNOWLEDGE:

Knowledge of:

  • Business relationship management principles and frameworks (e.g. BRM Institute ITIL BRM) Project Management Body of Knowledge (PMBOK) principles techniques and methodologies. Knowledge of Information Technology - Software Development Lifecycle IT contract administration practices state and agency purchasing/budgeting policies and practices. Knowledge of negotiation best practices how to facilitate win-win agreements between vendors and stakeholders when negotiating application/system needs. Knowledge of ETS and assigned agencies mission policies and procedures surrounding government operations. Knowledge of how to conduct User Acceptance Testing and related best practices and procedures.

Skills In:

  • Skills in relationship management interpersonal communication and the experience to communicate with Executive Agency Project Sponsors Vendor Representatives and project stakeholders. Skills in understanding how Enterprise Platforms operate function and how those Enterprise Platforms can produce a Return on Investment. Additional Enterprise Platform skills include but are not limited to analyzing the manner in which a system works how end users perceive the system and will utilize the system.

Ability To:

  • Differentiate between what is a project a program and the States overall IT Portfolio. Ability to describe to Agency representatives Agency Leadership and other stakeholders how the ETS Enterprise Platform is involved in the States IT Portfolio. Ability to align projects to the States IT Strategic Plan. Ability to communicate IT strategic planning efforts capital IT planning and the IT Software development lifecycle to the State can maintain a secure and protected infrastructure wherein constituent data is kept confidential and safe. Present project program and/or Wyoming IT portfolio data to executive branch Directors.

Functional Competency:

  • Direct supervise and manage a team of project managers stakeholders and consultants (if needed) providing day-to-day supervision (less Hire/Terminate/Discipline Activities).
  • Preparation and management of project management budget.
  • Tracing Portfolio Program and Project IT spend
  • Assist agencies with build vs. buy recommendations and how to maximize an IT investment to ensure proper Return on Investment of Wyoming capital IT expenditures.
  • Review IT project proposals to ensure compliance with OCIO policy.
  • Communicate project priorities budgets and other resources needed to advise ETS executive leadership Executive Branch Agency leadership and related stakeholders.


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in Computer Technology)
Experience:
1-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management III
OR
Education & ExperienceSubstitution:
4-7 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management III
