Job Summary

The NYC Department of Buildings (DOB) is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes Energy Code and Zoning Resolution. We facilitate compliant development with integrity efficiency and professionalism. We are seeking a dynamic leader to serve as the Executive Director of Information Security and Infrastructure who will promote and implement IT best practices proven methodologies and tool sets for DOBs Information Technology division. The Executive Director will ensure the development implementation and operation of cost-effective systems and efficient computer operations to address current and future business requirements. This individual will lead teams responsible for the architecture and engineering of the infrastructure telecommunication voice network client helpdesk cyber security data management data analytics and Information Technology budget needs of the organization. The successful candidate will plan coordinate direct and design all operational activities of the infrastructure cyber security and data management teams as well as provide direction and support for infrastructure and data management solutions that enhance mission-critical business operations. The position involves working closely with decision makers in other divisions to identify recommend develop implement and support cost-effective technology solutions for all aspects of the organization while strategically developing technology roadmaps and budget for multiyear technology solutions.


Key Responsibilities include but not limited to the following:

1. Data Management and Analytics

- Oversee data management for key organizational stakeholders throughout the agency and citywide. Data Management includes supporting the consolidation of data across all IT Applications into an integrated enterprise data warehouse and implementation and support of business intelligence tools in conjunction with the data warehouse.

- Provide data related development support and provisioning of data for agency applications and business units. Liaison to agency business stakeholders regarding business knowledge and expertise as it relates to the agencys enterprise data.

- Support the administration of Application Databases agencywide in conjunction with OTIs technology requirements and service level agreements.

- Advocate and oversee cloud-based solutions and migrations in support of Cyber Security and evergreen implementations referring to running services that are always up to date.



2. Network Infrastructure

- Provide leadership and vision for the strategic development and management of computing information systems network communications telecommunications voice services applications information security systems and technology infrastructure that will support DOB staff and facilities.

- Oversee develop and maintain standard operating procedures and documentation of IT processes as needed to support business operations architecture security disaster recovery standards while establishing and enforcing IT policies processes portfolio management standards and methodologies.

- Authorize and oversee the deployment monitoring maintenance development and support of all hardware and software based on department data centers telecommunications and user end-point needs.



3. Cyber Security

- Oversee and implement a sustainable strategic and long-term information and cybersecurity roadmap that delivers world-class cyber protection for the agency.

- Oversee the development of Threat Management and Incident Management functions including analysis triage and escalation of security events coordination and tracking of response activities.

- Oversee vulnerability remediation activities coordinate with other stakeholders to plan and track remediation activities.



4. IT Help Desk

- Provide direction and guidance for the operations of the client helpdesk Level 1 desktop support and other IT services to resolve end-user computer related issues while working with internal support staff management and vendors.

- Responsible for the service design and operations of the end-user experience including key business processes for provisioning device management security and compliance self-enablement technology technology upgrades and end point device virtualization (VDI).

- Ensure records and accounts for hardware/software inventory licenses contracts active directory accounts and other managed user accounts are properly maintained.



5. Infrastructure Budget

- Oversee and Develop the Annual IT Expense Budget and Capital Plans in support of IT Infrastructure requirements including Hardware Software Subscription and Profession Services.

- Manage the purchasing and on-time delivery of IT Infrastructure Hardware Software Subscription and Professional Services in collaboration with Purchasing and Fiscal in support of Information Technology needs Agency Wide while staying on budget.

- Supervise vendor relationships to ensure optimal pricing and the procurement of high-quality goods and services that meet needs of the IT and the agency while adhering to the rules and regulations of the purchasing department.



6. Special Projects

- Manage and support special IT Projects that require expertise in budgeting project management vendor relationship application configuration/development and business/technology expertise.

COMPUTER SYSTEMS MANAGER - 10050


Qualifications :

1. A masters degree in computer science from an accredited college or university and three (3) years of progressively more responsible full-time satisfactory experience in Information Technology (IT) including applications development systems development data communications and networking database administration data processing or user services. At least eighteen (18) months of this experience must have been in an administrative managerial or executive capacity in the areas of applications development systems development data communications and networking database administration data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

3. A four-year high school diploma or its educational equivalent and six (6) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above including the eighteen (18) months of administrative managerial executive or supervisory experience as described in 1 above.

In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
