Job Summary

JOB GOAL:

To work effectively professionally and cooperatively both under supervision and independently as may be appropriate the functions required of this position in a manner that represents professionalism and contributes positively to the successful accomplishment of the mission and objectives of the Procurement Department of the Little Rock School District.

Reports to: Director of Procurement

Salary Schedule:Schedule 804 Range 120

Work Days/Work Hours: Monday Friday (8 hours per day)

TERMS OF EMPLOYMENT: Twelve (12) month contract (245 days) Plus Benefits Package NOTE: Precise placement on the salary schedule will be determined based on experience. Salary Range: $58251 -$101212.

Perform contracting assignments of a complex nature requiring knowledge of various commodities purchasing policies and procedures. Purchase commodity items at the most favorable price consistent with quality quantity and specifcation requirements. Considerable independent judgment and critical thinking are required

Such alternatives and additions to the above qualifications may be deemed appropriate by the Superintendent. Such alternatives to the above qualifications as the Board may require.

MINIMUM QUALIFICATIONS:

  1. Minimum Academic Requirement Bachelors Degree from an accredited college/university. Degrees in Procurement Business or Finance required. Public Purchasing Certification by the National Institute of Government Purchasing is preferred. (NIGP-CPP CPPB or CPPO)
  2. Minimum Experience Level Requirement - The district seeks an individual who has at least five (5) years of demonstrated professional work experience in in public purchasing and materials management including experience in warehouse operations inventory control property accounting and disposal systems. Applicants must have two (2) of the years of supervisory experience.
  3. Evidence of strong organizational communication (oral and writing skills) and interpersonal skills. Ability to effectively present information to top management public groups and board of directors.
  4. Computer Skills Working knowledge of MS Office tools (Word Excel PowerPoint Outlook) or Google tools as well as standard financial management and procurement related software.

  1. Follow competitive purchasing procedures as directed and specifcally supervise processing of internal requisitions.
  1. Keeps abreast of the latest trends and developments in commodity and general purchasing techniques including green and diversity opportunities.
  1. Continuously searches for more efective and efcient procedures and methods for the conduct of the purchasing mission of the District
  1. Prepares correspondence and communications for the Directors approval with contractors and customers as required.
  1. Develop and maintain relationships within the district to provide timely responsive and focused customer service.
  1. Maintains communication/contact with appropriate authorities and agencies to ensure compliance with procurement practices and regulatory codes. Continuously develops and maintains optimum sources of supply materials and services and provides assistance to schools and departments to achieve cost-efective supply and equipment purchases.
  1. Responsible for vendor compliance with purchase orders and contracts. Resolve conficts and problems associated with products and services being rendered.
  1. Serves as P-card administrator for the district.
  1. Oversees Fixed Assets accounting for the district.
  1. Oversees Textbook/Early Childhood Purchases for the district.
  1. Oversees the districts vendor relations and other records and performance data as required to include processing vendor applications.
  1. Oversees the processing of all district requisitions.
  1. Manages training and development of other employees with the Purchasing system in eFinance.
  1. Perform any duties and responsibilities that are within the scope of employment as assigned by their Supervisor and not otherwise prohibited by law or regulation.

PHYSICAL REQUIREMENTS (Describes physical conditions of this position):

  • Sedentary Work:Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift carry push pull or move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Light Work:Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time the job is rated as Light Work.
  • Medium Work:Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
  • Heavy Work:Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.
  • Very Heavy Work:Exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently and/or in excess of 20 pounds of force constantly to move objects.

Mental Functions Physical Requirements and Working Conditions:

While performing the duties of this job the employee is regularly required to sit stand walk go up and down stairs operate foot and hand controls use a telephone and write. Occasionally the employee must lift and/or move up toforty (40) or more pounds. This position requires accurate perceiving of sound near and far vision depth perception handling and working with educational materials and/or objects and providing oral information. Must have the ability to work for the duration of the daily contracted time period and to be physically present and at assigned work with only infrequent unexcused absences during the contract year. Additional technical skills knowledge and abilities may be recommended by immediate supervisor and approved bythe Human Resources Director.
