The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs.

Under the general direction of the Deputy Commissioner the Executive Director in HRAs Office of Supportive Housing & Specialized Services is responsible for developing new policies programs and systems that assist vulnerable clients who may be homeless in obtaining supportive and affordable housing. The position serves on committees/task forces to ensure the coordinated delivery of services composed of governmental partners and community-based service and advocacy partners.

Program areas under the Executive Director includes oversight of Coordinated Entry and PACT that primarily conduct ongoing administrative programmatic and data analysis activities that inform the development implementation ongoing enhancement and performance of the Coordinated Entry system in NYC. This system is required to meet the Federal requirements to ensure that districts utilize an accessible universal coordinated system so that prioritized homeless clients are referred to the appropriate housing programs the most vulnerable clients are given priority and that all activities ensure the timely placement of clients into housing programs that provide the necessary services for client success. Coordinated Entry also tracks placements into over 38000 supportive housing units. Oversight of the PACT unit is required for determination review of approximately 20000 applications annually of over 24 supportive housing types under the NY NYC 15/15 and ESSHI initiatives.

The Human Resources Administration (HRA) is recruiting for one (1) Administrative Staff Analyst NM-III to function as an Executive Director of Coordinated Entry and Program Management & Planning who will:

-Manage Coordinated Entry and PACT program areas to ensure the effective and efficient operation of those units policy procedure staff and stakeholder training and system development implementation. Develop and monitors ongoing administrative programmatic and reporting mechanisms to facilitate the exchange of information with key internal and external stakeholders including government partners community-based organizations membership agencies and advocacy partners for a community informed process of system changes and improvements. Provide administrative analysis of system components utilizing data to identify areas of strength and deficiencies so successful models may be replicated and improvements implemented.

-Oversight of Coordinated Entry program will require organization of data from multiple systems informed by stakeholder feedback or data analysis from research staff and development of reports with recommendations for the purpose of demonstrating high quality systems and process to be implemented for the benefit of system modification decisions. Oversee the development and organization of data analysis for the timely submission of the LL3 report and other local laws on major activities in the CAPS system.

-Liaison with the NYC Continuum of Care for ongoing feedback on system improvements of the Coordinated Entry system in NYC. Coordinates with administrators managers and staff at State and City agencies advocacy groups and community-based organizations to collect information that will inform system assessment activities regarding the homeless population for the development of efficient and effective placement strategies.

-Oversight of supportive housing eligibility and implementation of new criteria for PACT staff and community stakeholders. Also responsible for the design of a vulnerability index (using data from a variety of automated systems) that will serve as a tool to assess the extent of a homeless individuals or families needs so that they are prioritized for referral to supportive housing. The tool will be periodically assessed for effectiveness and modified as required.

-In collaboration with CAS/OBSS performs the function of program lead to oversee the design implementation and expansion of the HRA Coordinated Assessment and Placement System (CAPS) that interface with multiple State and City agency systems (CARES Medicaid Data Warehouse STARS and DYCD) and are utilized by a variety of stakeholders including community-based organizations governmental partners both within and outside of HRA. Responsible for efforts on the expansion of CAPS to non-supportive housing models i.e. rapid re-housing and DSS affordable CAPS system development efforts will anticipate downstream system impacts for the workflow of vacancy referral/placement and follow up activities. CAPS is utilized by over 10000 community-based users in over 3000 program sites including governmental partners in the State and City agencies.

-Serve as the Deputy Commissioners designee on task forces committees work groups and executive-level meetings that include federal state and city governmental partners and community-based partners in the development and implementation of integrated policies and programs related to coordinate entry and supportive housing programs.

-Formulate and directs the implementation of policies procedures and practices related to supportive housing eligibility data quality and reporting for activities performed in CAPS especially vacancy referral and placement information.

-Liaison with other units within OSAHS to ensure that all policies procedures and training related to Coordinated Entry and the CAPS system meet programmatic requirements and HUD compliance.

-Oversee the HUD grant funding for Coordinated Entry that involves CAPS interface with HMIS annual performance reporting and grant application and liaison to DSS Homeless Policy and Innovation for strategy on HUD funding of key HRA positions on the grant.

-Act as the principal advisor to the Deputy and Assistant Deputy Commissioners performs special high-level projects at their request on issues related to supportive housing and coordinated entry initiatives. Perform other related duties as directed by Deputy Commissioner.



Hours/Schedule: Monday - Friday 9am-5pm

ADMINISTRATIVE STAFF ANALYST - 1002E


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
