The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The Office of Human Resources Solutions (HRS) is the central human resources division that supports the Department of Social Services the Human Resources Administration and the Department of Homeless Services (DSS-HRA-DHS). Using a strategic approach and defined goals and objectives HRS mission is to provide DSS-HRA-DHS programs and employees with the most effective human capital tools and resources to realize their goals
The Office of Human Resources Solutions is recruiting for one (1) Administrative Staff Analyst M-V to function as the Deputy Commissioner for Human Resources (HR) Operations. Reporting directly to the Executive Deputy Commissioner for HRS the Deputy Commissioner who will:
- Serve as the senior manager responsible for making day-to-day decisions for and providing leadership to the areas of Headcount Management Compensation Payroll & Timekeeping Temporary Employment Services Benefits Administration and Organizational Development.
- Oversee the identification analyze and assess the impact of existing and/or new policies and practices to ensure adherence and uniformity within the assigned areas of responsibility. Alert and recommend appropriate actions to HRS leadership concerning compliance with HR policies and procedures.
- Keep abreast of DSS-HRA-DHS missions operations and organizational structures to ensure the adequate and efficient delivery of services necessary to facilitate the achievement of the agencies mission.
- Participate in the assessment of daily operations within HRS through the evaluation of subordinate units performance in order to access the degree to which functions are performed effectively and efficiently.
- Provide input into the development implementation and ongoing maintenance of tracking systems to control and monitor the various activities necessary to provide timely and efficient personnel operations services.
- Oversee the preparation of agency staffing and management reports identifying vacancies and expense problems for executive and senior staff; and prepare periodic headcount reports combining data from multiple sources.
- Advise and alert the Executive Deputy Commissioner on matters pertaining to OPA NYCAPS and DCAS rules policies and procedures.
- Oversee the management of the unit responsible for coordinating and monitoring the maintenance of accurate salaries for all per diem per annum and hourly rate employees; the implementation of complex Labor Relations Orders and collective bargaining agreements; and the administration of managerial pay plan directives in accordance with specified deadlines.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
