Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Health Assistance Office (HAO) supports the U.S. Department of States Health Foreign Assistance Strategy which aligns with the America First Global Health Strategy. This strategy prioritizes the interests of Americans while contributing to global health improvements including saving lives and strengthening health systems in Nigeria. HAO partners with the Ministry of Health in collaboration with the United States Centers for Disease Control and Prevention (CDC) Walter Reed and other U.S. Government (USG) agencies as well as international donors to implement health assistance-related programs.
The Senior Malaria Advisor will support the National and State Malaria Programs in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives and the America First Global Health Strategy. The primary focus of the Advisor will be technical leadership to ensure the successful implementation of cost-effective lifesaving direct service delivery for malaria prevention and treatment.
The Senior Malaria Advisor will provide expert malaria technical guidance to the National Malaria Elimination Program (NMEP) and the Ministry of Health in the design and management of in-country programs/projects/activities and in the development of host-country policies reflecting best practices in malaria prevention and control. The job holder will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise in support of the cooperating countrys development objectives. The Senior Malaria Advisor will be primarily based in Abuja with possible office co-location considering proximity to the U.S Department of State (DOS) Health Assistance Team NMEP and other key malaria partners. The Advisor will receive day-to-day directions from the National Coordinator (NC) of the National Malaria Elimination Program who will serve as the onsite Manager/Supervisor. The Advisor will report to the U.S. Department of State on a monthly basis as described below.
The Senior Malaria Advisor working in collaboration with the Department of State (DoS) Health Assistance Team at the US Embassy will support the development and provide expert malaria technical guidance and advice to guide planning and implementation of malaria control interventions. Overall the incumbent will participate actively in developing annual work plans in line with DOS objectives and goals. This will include but is not limited to supporting activities related to case management of malaria in health facilities and at community level seasonal malaria chemoprevention distribution of insecticide-treated nets (ITNs) through health facilities mass campaigns work with the private sector intermittent preventive treatment of pregnant women (IPTp) and surveillance monitoring and evaluation to monitor appropriate use of these interventions. This position will include local travel to states.

The Senior Malaria Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month to include a short paragraph about main activities and achievements and challenges of the month. The format for reporting may be adjusted with concurrence from the GOR/COR. Additionally the Advisor will participate in weekly calls.
SUPERVISION:
In addition to your LEAP Global supervisors and NMEP POCs the Senior Malaria Advisor will report to the Health Assistance Coordinator and his/her designate and has no formal supervisory responsibility. The Advisor will also receive day-to-day direction from the National Coordinator (NC) of the National Malaria Elimination Program who will serve as the onsite Manager/Supervisor.
