Role Summary:

Reporting to Head HSE & Quality APAC the Health & Safety Expert shall establish a robust safety system that meets the WHS Act and APACs directive and implement across Australia businesses. The role shall be with the Owners interests by ensuring our employees principal contractor and all other project stakeholders are fully compliant with the relevant Work Health and Safety (WHS) legislation (WHS Act Regulations) EPD & local standards.

The role provides high-level corporate advice and due diligence to the Executive and Board on HSE risks and compliance obligations across the portfolio of assets specifically managing the heightened risks associated with large-scale EPC construction including BESS hazards (e.g. thermal runaway arc flash hazardous materials).

Responsibilities:

Project Oversight & Governance

Contractual Compliance: Serve as the Owners key point of contact for all HSE matters with the EPC/Principal Contractor:

  • Review challenge and formally approve the Principal Contractors HSE Management Plan Safe Work Method Statements (SWMS) and Emergency Response Plans (ERPs) prior to work commencement.
  • Verify the EPC Contractors compliance with all HSE requirements stipulated in the EPC Contract.

Site Auditing & Verification: Conduct regular independent and documented Site Safety Audits and Inspections to verify the Principal Contractors systems are effectively implemented on the ground not just documented:

  • Focus on high-risk activities including BESS installation high-voltage works working at heights electrical isolation (LOTO) and civil works.
  • Utilise the Hierarchy of Controls framework in all observations and corrective actions.

Incident Management:

  • Act as the Owners lead investigator for all high-potential incidents serious incidents and Notifiable Incidents (as defined by WHS legislation).
  • Ensure Root Cause Analysis (e.g. ICAM Tripod Beta) is completed to a high standard corrective actions are appropriate and verified for closure.
  • Manage statutory reporting obligations for the Owner to the relevant state WHS Regulator (e.g. SafeWork NSW/QLD/VIC WorkSafe WA/SA).

Corporate & Advisory Functions

  • Formulate & implement Safety Security & business Continuity (SSBC) policies and procedures including Crisis Management in alignment with APAC & local requirements.
  • Implement programs or iniatives required by APAC/Global i.e. PlayitSafe program OneEHS/Cority.
  • Evaluation of Suppliers/Vendors/Contractors SS&BC qualification prior to engagement.
  • Support on incident investigation & response to APAC & local authorities.
  • WHS Due Diligence (Officer Duties): Provide expert advice to the Project Director and Executive Management to ensure they meet their Officer due diligence obligations under the WHS Act including:
    o Acquiring and keeping up-to-date knowledge of WHS matters.
    o Understanding the hazards and risks associated with the projects.
    o Ensuring adequate resources and processes are in place to eliminate or minimise risks.
  • HSE Management System: Develop implement and maintain the corporate-level HSE Management System (HSEMS) and associated procedures for the Owner entity often aligning with ISO 45001 standards.
  • Risk Management: Develop and maintain the Owners corporate HSE Risk Register providing an independent view on residual risk after the employees & contractors controls are applied.
  • Reporting: Prepare concise accurate and high-impact HSE monthly performance reports & submit to APAC.
    o Report on key performance indicators (KPIs) trends high-potential risks and the status of critical non-conformances.
  • Emergency Preparedness: Review and coordinate the Owners role in the Projects overall Emergency Response Plan particularly coordinating with local emergency services (Fire & Rescue) on BESS-specific risks.
  • Any other assignments/tasks given by the immediate superior.

Interface with Operations (O&M)

  • Design for Safety: Work with the Owners Engineering team to ensure Safe Design principles are incorporated into the final project design facilitating safe and efficient operation and maintenance activities (e.g. appropriate clearances LOTO points fire suppression systems).
  • O&M Transition: Coordinate the handover of all HSE documentation systems and permits from the EPC Contractor to the Operations and Maintenance (O&M) contractor upon project completion

Requirements:

  • Bachelor Degree in Environment Occupational Safety & Health or Engineering related with at least 5 years of relevant Health Safety Security and Crisis Management working experience OR
  • Diploma of Work Health and Safety (BSB51319) with 7-10 years of progressive HSE HSE experience; with at least 3 Years specifically managing WHS on large-scale utility construction projects (renewable energy heavy civil or mining preferred).
  • Must have Certification IV in Work Health and Safety (BSB41419);
  • Mandatory: Direct experience with the WHS risks and legislative framework in the Australian construction sector.
  • Highly Desirable: Specific experience with BESS/high-voltage electrical hazards and associated safety standards.
  • Knowledge: Expert knowledge of the relevant Australian WHS legislation Codes of Practice and Australian Standards (particularly those related to electrical safety and BESS).
