ABOUT THE ROLE

Reporting to the Manager Homelessness Community Programs this position is responsible for supervising the Regions initiatives aimed at assisting clients who are homeless or at risk of homelessness. The primary goal is to facilitate housing stability and achieve positive client outcomes through delivery of homelessness prevention programs which include financial assessment case management for Emergency and Transitional Housing Housing with Supports Housing Stability programs diversion activities encampment support counselling and wrap-around support and community referrals. Additionally the role is responsible for supporting work that includes co-ordinating staff training curriculum community information communications and manuals.

WHAT YOULL BE DOING

  • Implements programs and initiatives for the Branch relating to Housing with Supports Emergency and Transitional Housing Outreach Response Housing Stability and the Integrated Support Program in the Region and develops linkages with community agencies and providers including funding communication administration and evaluation.
  • Monitors administration of per diems Personal Needs Allowance (PNAs) funded beds benefits and budgets.
  • Collaborates/liaises with various community agencies and providers to co-ordinate area services.
  • Develops fosters and maintains co-operative working relationships and partnerships with senior level provincial regional and municipal staff elected officials service providers and the community.
  • Leads project teams to develop and implement programs and initiatives.
  • Collaborates with staff from other Divisions Branches Departments and agencies to co-ordinate assigned programs and initiatives.
  • Recommends efficiency and effectiveness strategies and initiatives to the Manager based on analysis funding and program opportunities and Branch objectives.
  • Supports staff to ensure operators are delivering programs to clients in accordance with established program standards.
  • Supports the research and analysis on pertinent issues and trends for management to make informed program and policy decisions.
  • Monitors and evaluates program delivery to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation.
  • Provides direction in the development and implementation of program plans and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans standards and business goals.
  • Oversees the strategic and operational planning and the development of the communication strategies and annual business plan including resources allocation and monitors the action plan for achieving results.
  • Supervises staff including recruitment selection hiring scheduling assigning and monitoring work determining training and development needs coaching and mentoring conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Participates or acts as Department representative on various internal and external committees task forces and focus groups as directed.
  • Manages information in accordance with legislation and corporate standards.
  • Performs other duties as assigned in accordance with Branch and Department objectives.
  • May occasionally be required to respond to emergency situations outside of normal business hours as related to the Departmental Emergency Plan.

WHAT WERE LOOKING FOR

  • Successful completion of a Community College Diploma in Social Service Worker Community Worker Social Work Social Sciences or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years experience with responsibilities for program management community development program evaluation and minimum one (1) year of direct supervisory experience.
  • Satisfactory Police Criminal Background Check.
  • Demonstrated knowledge of relevant Standards Acts and Regulations applicable legislation industry standards and current practices.
  • Knowledge of licensing and enforcement procedures and associated licensing issues.
  • Ability to travel to various off-site locations throughout the Region in a timely and efficient manner as required.
  • Ability to work in diverse environments including office buildings shelter locations encampments community clinics or other locations as operationally required.
  • Ability to work flexible hours including evenings and weekends as required.
