Veterans Training Support Center (VTSC)
Full-Time - Project (Limited Duration)



We are excited to announce this opportunity for a Program Specialist 4 Full-Time Project! This position will be assigned to the Veterans Training Support Center (VTSC). The mission of the VTSC is to equip professionals Veterans family members and community allies with the knowledge and tools needed to support Veteran growth healing and long-term success.


This position will assist with the development and implementation of Veteran provider training and initiatives funded by the King County Veterans Seniors and Human Services Levy (VSHSL). As the VTSC Training Coordinator the Program Specialist designs facilitates and evaluates trainings on key topics that impact Service Members Veterans and Families (SMVF) while also leading consultation and outreach efforts across local state and regional levels to governmental and non-governmental institutions and agencies with the goal of serving SMVF.


Please Note:This is a project position with an expected end date ofDecember 31st 2026.

The expected work hours for this position are 8:00 a.m. to 5:00 p.m. Monday through Friday. Work time may be spent in other remote office locations in King County at military installations partner agencies and other training locations. Flexibility to manage schedule to complete off-site work. Evening and weekend work is required. This position is expected to adjust the work schedule to meet the needs of the program. A flexible schedule or hybrid telework schedule is subject to supervisory approval.

*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step in alignment with state HR compensation rules.

Duties


Some of what youll do:

  • Develop a King County training plan in coordination with DCHS. Update annually and as needed.
  • Identify and organize diverse training and professional development opportunities for community members employers and veterans with a focus on the veteran experience and enhancing the knowledge and skills to support SMVF.
  • Deliver targeted training on veteran-related issues and community resources to individuals and groups to improve service delivery to veterans in King County.
  • Employ a combined arms approach to training delivery fostering collaboration among professionals employers family members and community allies serving SMVF.
  • Develop and design curriculum resources and services tailored to adult learners across various organizations and programs.
  • Plan and coordinate logistics for trainers workshops venues and conferences across multiple locations and modalities.
  • Design consult coordinate and participate in events to meet the needs of local state national agencies and institutions.
  • Distribute services and promote training opportunities throughout King County by offering options for virtual and in-person training sessions at multiple locations.
  • Lead design and implementation of training evaluation tools and protocols to assess effectiveness.
  • Research and assess training needs using focus groups surveys partner input and other research methodologies.
  • Collect manage and report individual-level and aggregate-level data on services and participant outcomes to King County on a quarterly basis.
  • Maintain comprehensive records for all training events including attendance content agendas sign-in sheets (which include name affiliation and participant zip code) and evaluation tools.
  • Create and administer tailored client satisfaction surveys for training courses to assess the content and value of curriculum.
  • Direct outreach activities to current and prospective customers including government agencies higher education institutions and nonprofit organizations serving SMVF.
  • Foster collaboration among community service providers professionals employers family members and community members to support a unified comprehensive approach to training.
  • Engage with diverse audiences to create opportunities for trainers to apply their expertise in the field and connect with community members who can benefit from education and support on critical issues impacting veterans.

Qualifications

Required:
  • Bachelors degree in psychology social services social work public health or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education the Council for Higher Education (CHEA) or a foreign equivalent.
AND
  • Two (2) years of experience delivering services and outreach to community partners and the public.
  • Experience delivering professional development courses training and consultation online and in-person.
  • Proficiency with Microsoft Suite (Word Excel PowerPoint Outlook OneNote) data management systems and mobile application software (Teams Apple/Google Maps etc.).
  • Knowledge of veteran programs and services including veteran benefits behavioral health services housing employment financial and legal services and other social services.
  • Must be proficient in the English language and be able to read write speak and understand the English language.
A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.

Preferred/Desired:
  • Masters degree in psychology social services social work public health or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education CHEA or a foreign equivalent.
  • Two (2) years of experience delivering services and outreach to Veterans and their families.
  • Documented service in the armed forces with deployment/combat experience.
  • Knowledge of state government policies and operations and ability to abide by the policies and laws and regulations of the State of Washington.

Special Requirements:
  • Must be able to pass a DSHS BCCU Background Check every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicants suitability and competence to perform in the position.
  • Must maintain regular and reliable attendance and be willing to work as needed.
  • Must successfully complete within mandated timeframes employee orientation and all other mandatory annual in-service and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted drivers license and must be insured if driving a privately owned vehicle on state business.
  • Must have a valid drivers license.
