What the job looks like:

The Technical Business Analyst (TBA) serves as a key liaison between the technical development team and data teams supporting the IT-AMS Digital Services platform. This role focuses on analyzing system functionality integrations and data flows across OHS enterprise applications to ensure scalable secure and user-centered solutions. The TBA translates business and functional requirements into detailed technical specifications supports interface documentation and ensures alignment with HHS/ACF digital service security and FedRAMP standards.

• Lead technical requirements for elicitation sessions with subject matter experts (SMEs) developers and system architects to capture system interfaces data dependencies and functional logic.

• Translate functional requirements into detailed technical specifications data dictionaries and interface control documents (ICDs) to support development and testing.

• Analyze and document system integrations across IT-AMS HSES TTA Hub IRIS Connect and related OHS applications.

• Collaborate with developers and DevSecOps engineers to validate data mappings configuration settings and integration workflows.

• Collaborate with QA teams to define test cases conduct User Acceptance Testing (UAT) and validate that delivered functionality meets business needs.

• Support development of API documentation system diagrams and schema definitions for XML JSON or RESTful services.

• Assist in evaluating system performance logging and error handling to ensure data accuracy and operational stability.

• Develop and maintain configuration management documentation for technical artifacts ensuring version control and change traceability.

• Partner with QA and security teams to ensure that delivered functionality meets technical functional and compliance requirements.

• Contribute to release planning by providing technical impact analyses environment readiness checks and configuration details.

• Maintain up-to-date technical documentation in Confluence and link to Jira stories for full lifecycle traceability.

• Identify and recommend opportunities to enhance data integrity performance and automation across systems.

• Collaborate with the Helpdesk and system administrators to document troubleshooting guides and system configuration instructions.

• Support preparation of materials for Authority to Operate (ATO) renewals including technical documentation and system inventory updates.

Required Skills and Qualifications

• Ability to obtain a Public Trust or higher-level clearance.

• Bachelors degree in Computer Science Information Systems or a related field.

• Minimum 5 years of experience as a Technical or Systems Business Analyst supporting enterprise or federal digital service environments.

• Proven experience documenting system interfaces data flows and API integrations.

• Familiarity with Agile DevSecOps and CI/CD principles and tools such as Jira Confluence and Git.

• Working knowledge of cloud platforms (Azure/FedRAMP) and application hosting in secure government environments.

• Strong analytical and problem-solving skills with attention to detail.

• Excellent communication skills with the ability to convey technical details to non-technical stakeholders.

• Experience supporting documentation for FISMA FedRAMP and ATO compliance activities.

• Demonstrates strong technical writing skills with the ability to produce clear concise and accurate documentation for diverse audiences.

• Skilled in translating technical concepts into business-friendly language and creating traceable user-centered requirements.

• Strong analytical organizational and problem-solving skills in a fast-paced Agile environment.

• Proficiency in data analysis SQL querying and understanding of relational databases.

• Ability to produce clear and technically precise documentation including system diagrams specifications and test scenarios.

• Strong understanding of software configuration management and version control best practices.

• Skilled in evaluating and documenting integration requirements between applications and APIs.

• Experience with ticketing monitoring and support tools such as Zendesk Azure DevOps or ServiceNow.

• Familiarity with accessibility (Section 508) and usability standards within federal digital environments.
