Job Summary

Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Marylands $49 billion insurance industry and protects consumers by monitoring and enforcing insurers and insurance professionals compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers consumers and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland the conduct of financial examinations of companies to monitor financial solvency and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life health automobile homeowners and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration (MIA)seeks an experienced manager and operations professional for the position ofAssociate Commissioner for Operations & Technology. This key position oversees theoperational Units within the MIA: Fiscal Services Facilities Procurement andManagement Information Systems (MIS). The position directs and manages theactivities of the Directors of each Unit to ensure (i) that the Agencymaintains the systems and resources required to perform effectively andseamlessly at all times and (ii) that the responsibilities of each Unit arecarried out in a timely efficient and accurate manner; in compliance with allapplicable laws and orders; and in conformity with the identified priorities ofthe agency. This position partners with the Commissioner the DeputyCommissioner and the Agencys senior management team to provide operationaland administrative support for the Agencys mission goals and position reports to the Commissioner and provides regular reports to the Commissionerand Deputy Commissioner regarding the Agencys operations fiscal managementcybersecurity and other MIS matters.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelors degree in Public AdministrationBusiness Management or Finance.

Experience:Eight (8) years of related experience to include at least three(3) years of direct supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Excellent people skills with experience collaborating in a multi-disciplinary diverse and dynamic team.
  • Experience in financial management accounting and/or budgeting.
  • Experience preparing budget testimony for hearings before the General Assembly.
  • Experience in setting priorities proposing new ways of creating efficiencies and guiding investment in people and systems.
  • Experience in State budget administration facilities management and procurement.
