Job Summary

Summary

King County - Department of Local Servicesis looking for a strategic customer-focused Senior HR Analystto join our rock star team. As the senior analyst you will provide collaborative professional-level operations-focused Human Resource service delivery to the Roads Maintenance Team.

In this position your focus will be recruiting for the Maintenance Section and developing and executing innovative strategies to source for competitive diverse candidates for our trade positions. You will also provide strategic consultationto managers regarding their hiring this position you will work with employees and managers on management of leaves for the Maintenance Section. You will oversee and lead sourcing and career fairs for the department. You will be a partner with HR Team members to lead process improvements for HR processes within the department.

The ideal candidate is an experienced HR professional who integrates equity racial and social justice into all aspects of their work. They have proven expertise in full-cycle recruitment from developing inclusive hiring strategies to training managers in equitable selection practices. Skilled in managing protected leaves they ensure compliance accuracy and clear communication with employees and management.

They are collaborative politically savvy and adept at balancing multiple priorities in a fast-paced environment. Strong communication sound judgment and discretion are essential strengths. Technologically proficient in applicant tracking systems human management software SharePoint and Microsoft Office they leverage tools to enhance efficiency. Commitment to fairness and continuous improvement round out their qualifications.

About the department

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Directors Office and the Road Services and Permitting Divisions. The Directors Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and businesses. The department provides a single executive point of accountability for delivery of local services to all the unincorporated areas.

Job Duties

Applying equity racial and social justice principles is a daily responsibility and a foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.

  • Manage and lead full-cycle multi-faceted recruitments in a fast-paced environment for trade positions while partnering closely with hiring managers leadership and HR colleagues.
  • Develop talent pipelines aligned with workforce planning needs succession strategies and critical skill areas.
  • Monitor practical testing in uneven terrain and all types of weather conditions for trade positions.
  • Source and engage candidates through online platforms community outreach and networking events while building systems to maintain a pipeline of diverse competitive talent.
  • Promote King County as an Employer of Choice by generating inclusive applicant pools that support our Equity and Social Justice goals.
  • Design and administer merit-based selection processes including recruitment plans job announcements assessments interview questions and rating criteria.
  • Prioritize and manage your workload efficiently contributing innovative ideas and recommending process improvements to optimize recruitment outcomes. Each recruitment is project-managed to drive results.
  • Build trusted relationships with hiring managers and candidates delivering outstanding customer service and guidance throughout the hiring process.
  • Protected Leaves Management. Determine eligibility for Family Medical Leave (FMLA) King County Family Medical Leave (KCFML) Paid Parental Leave (PPL) other Washington State protected leave laws and how they interact. Consult with employees and management track leave usage and coordinate with payroll to ensure accurate coding and manage leave donations.
  • Interpret and analyze multiple labor contracts to ensure compliance.
  • Utilize tools such as Word Excel SharePoint NeoGov PeopleSoft and background and reference check systems to create and maintain documents spreadsheets tracking tools and recruitment and selection processes.
  • Plan developanddeliverHR Management programs projects and trainings.
  • Support and/or conduct workplace investigations.
  • Other duties as assigned.

Experience Qualifications Knowledge Skills

Minimum Qualifications:

  • Experienced in managing high volume full-cycle recruitments for positions including providing consultative advice to hiring managers.
  • Have experience in developing and implementing screening and examination techniques to broaden our applicant pools; prepare candidates for interviews reviewingorganization structure job description competencies and expectations.
  • Experience in leave administration for family medical leave and other protected leave laws. Ability to communicate and guide employees and supervisors through protected leave processes.
  • Havea genuine collaborative and consultative style in their approach to their work understands the importance of building effective relationships with hiring managers team members customers and candidates.
  • Haveexcellent interpersonal skills and who is very politically savvy; comfortable providing advice and consultation to managers.
  • Canindependently prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Haveeffective communication skills and can use tact and diplomacy in all situations.
  • Areskilled and comfortable using a variety of technology including; office productivity suite iPads and applicant tracking systems SharePoint and other internet-based tools in their daily work (The county uses Microsoft Office NEOGOV and PeopleSoft)
  • Skill in using Microsoft Office including Excel and Word.

Desired Qualifications:

  • Experience with NeoGov SharePoint PeopleSoft and Adobe.
  • Has experience in supporting or conducting investigations.
  • Experience with recruiting for high-volume trade positions with multiple layers of testing and interviews.

Requirements:Must be able to move from workstation to workstation sitting standing and reaching throughout the workday in a fast-paced environment.

Supplemental Information

INTERVIEW SCHEDULE:
Those applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of 12/8/25.

If you are selected to move forward after the phone interview you will be invited for a 45-minute in-person interview the week of 12/15/25.

WORK SCHEDULE:The work week is normally Monday through Friday 7:00 a.m. to 4:00 p.m. but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.


EMERGENCY DESIGNATION STATUS:This position has been designated non-mission critical -employees who staff county functions or services that may be delayed suspended or diverted in an emergency while essential functions are prioritized Mission Critical.

Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT:

The Human Resources team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center 201 S. Jackson Seattle WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection oftools and resourcesto support working remotely.
