Job Summary

The duties and responsibilities the National IT & Administration Manager include:

1) IT Strategy Governance & Team Leadership

Develop and implement the IT strategy roadmap policies and SOPs aligned to SCH objectives and risk appetite.

Lead coach and performance-manage IT staff; define in-house and out-source services and workflows (service desk incident/change management).

Define and monitor KPIs for uptime security events backup success ticket resolution and user satisfaction.

2) Infrastructure Systems & Service Delivery

Oversee networks servers endpoints connectivity productivity suites and line-of-business systems across HQ and field sites.

Plan and execute lifecycle management (procurement deployment patching asset tagging disposal).

Ensure reliable collaboration tools (email conferencing file services) and maintain configuration documentation.

3) Cybersecurity Data Protection & Business Continuity

Implement access controls MFA endpoint protection encryption and vulnerability/patch management.

Maintain backup/disaster recovery (RPO/RTO targets) test restoration regularly and lead incident response.

Enforce data-protection and privacy requirements in line with donor and national regulations; train staff on cyber hygiene.

4) Solutions Delivery & Projects

Lead IT projects (upgrades migrations new system implementations) from scoping to handover with clear acceptance criteria.

Partner with Programs/Support units to digitize workflows and improve data integrity and interoperability.

Manage change control and post-implementation reviews; drive continuous improvement.

5) IT Budgeting Licensing & Vendor Management

Own the IT budget; optimize spend through standards framework agreements and demand planning.

Administer software licensing and renewals; negotiate vendor contracts and monitor SLA compliance.

Coordinate with FSD (Finance and Supply Division) on capitalization/depreciation as applicable.

6) Administration Facilities & Asset Management

Oversee general office administration and efficient daily operations at HQ and branches.

Lead facilities management (maintenance schedules cleanliness security utilities and service contracts).

Maintain a central asset register (fixed & intangible) with tagging valuation/depreciation location tracking verification transfers insurance and compliant disposal; coordinate with Finance for reporting/audit.

7) Vehicle & Fleet Management

Manage allocation movement logs servicing schedules licensing and driver supervision.

Track fuel usage and documentation; enforce safety protocols and conduct periodic compliance checks.

8) Field Office Supervision & Standards

Provide technical guidance to regional/field admin focal points; conduct remote oversight and periodic site visits.

Roll out standardized admin/IT practices and monitor adoption via checklists and spot audits.

9) Compliance Risk & Documentation

Ensure operations comply with SCH policies donor terms and national laws; maintain audit-ready documentation.

Maintain risk registers for IT and Admin (cyber facilities fleet); implement mitigations and report quarterly.


Qualifications :

Bachelors degree required (Computer Science/Information Systems or related preferred); MPA or MBA preferred.

5 years progressive experience spanning IT operations and administration within multi-site organizations.

Demonstrated success delivering IT projects managing budgets/vendors and leading support functions.

Strong English communication; NGO and audit experience advantageous.
