The Opportunity
WSDOT has an exciting opportunityfor an experienced Program Manager with a strong background in construction and engineering. The Program Development & Delivery Manager is responsible for monitoring and managing the Capital Improvement and Preservation Program and developing the Olympic Regions biennial Highway Construction Program (HCP) ensuring projects are delivered on time within budget and according to scope. This leadership position requires a strong command of budget preparation priority programming performance measurement project definition design construction and transportation-related laws and regulations. A strong candidate will be able to oversee complex programs make informed decisions with minimal prescribed guidance manage changes to project scope and schedule and lead teams to successfully deliver transportation projects. These projects support regional mobility economic success and WSDOTs mission of safe and reliable transportation systems.
What to Expect
Among the varied range of responsibilities held within this role the Program Development & Delivery Manager will:
- Direct and manage the Programming Development and Program Delivery & Reporting teams.
- Manage delivery of the day-to-day work order system for authorization of funding for all Capital Improvement and Preservation Program (CIPP) projects.
- Provide budgetary and financial technical support to Region Management for Project Development Construction Planning and Maintenance.
- Develop detailed project scopes for years one through four and planning-level scopes for years five through ten including occasional field assessments.
- Manage the Olympic Regions portion of the Statewide Transportation Improvement Program (STIP).
- Approve and implement changes to project scope schedule and budget to ensure successful program delivery while maintaining program balance.
- Represent the Olympic Region to Headquarters and coordinate all internal and HQ reviews of the Region Program.
- Monitor program performance address emergent needs solve complex engineering and programmatic issues and integrate short-term priorities with long-term strategic goals.
Qualifications
To be considered for this opportunity the following are required:
- Program Management Expertise:Advanced knowledge in applying the principles and processes related to the development of major capital construction programs including the impact laws regulations and processes have on schedules and budgets. Proficient in the project definition process performance reporting estimating and construction requirements.
- Engineering Knowledge:Demonstrated knowledge of transportation structural and civil engineering practices and standards; environmental and highway design laws and regulations; and federal regulations requirements and mandates.
- Decision-Making & Project Accountability:Advanced skills to make decisions with few prescribed or established approaches. Advanced skills to establish goals monitor progress make timely decisions and ensure transportation projects are delivered on schedule within budget and to quality environmental and organizational standards.
- Communication & Stakeholder Engagement:Ability to build trust with stakeholders build consensus and facilitate competing interest groups/individuals in solving complex problems. Advanced written and verbal communication skills including the ability to communicate complex information to diverse technical and non-technical groups.
- Leadership & Management:Demonstrated experience supervising coaching and developing employees to meet organizational goals and maintain a productive inclusive and safety-focused work environment.
- Respectful Workplace:Demonstrated commitment to learning and growth. The ability to take action to meet the needs of others.
It is preferred that qualified candidates also have:
- Technical Systems Proficiency:Proficiency in working with the Work Order Authorization system the Transportation Executive Information System Capital Connect Transportation Reporting and Accounting Information System the scoping process and the biennial budget building process.
- Project Delivery Experience: Progressively responsible design or construction experience.
