We are hiring a highly motivated individual to join the Allied Joint Support and Enabling Command (JSEC) as Staff Officer (Training and Exercise (TREX) Budget).
In this role you will be responsible for managing the JSEC Education Training Exercise and Evaluation (ETEE) budget processing budget-related financial requirements while ensuring that the assigned budgets are developed and justified for the following fiscal year. You will also support the preparation and the conduct of individual training activities and events. Your subject matter expertise will be used for a wide range of activities requiring your sound judgement well developed analytical and critical thinking skills. You are constantly required to provide timely and effective support while your work plays a key role in deconfliction and execution of NATO Wartime Crisis and Peacetime Objectives.

YOUR QUALIFICATIONS AND EXPERIENCE
The ideal candidate must have
Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience;
Profound professional experience in managing budget and funding requirement preferably;
Experience as Fund Manager;
Proven experience in maintaining professional contact with various stakeholders/offices as Budget Specialist;
Working knowledge of Automatic Data Processing (ADP) systems;
A good command of English both written and spoken.
The following would be considered as an advantage:
Experience in an international/military organization;
Any further training certificates and courses related to subject field or acquired through NATO;
Budget experience related to Training Exercise or similar activities;
Experience in supporting administering or managing projects and processes.
YOUR ROLE
Support planning of JSEC ETEE budget;
Execute the JSEC ETEE budget including the processing of ETEE related documents e.g. Duty Trip Requests and Requests to Purchase;
Participate in Budget related conferences e.g. Exercise Budget User Group meetings;
Support the planning and execution of JSEC individual training events activities and products as well as the JSEC course management;
Deputise JSEC Training & Exercise Fund Manager the Staff Officer Individual Training and the Staff Assistant Course Management;
Support the Training Branch in administrative issues;
Be prepared to undertake additional duties and responsibilities as ordered by Branch Head Training or Assistant Chief of Staff J7;
Participate as in project teams or working groups as directed or assigned.
YOUR SKILLS
Possess good interpersonal and communication skills together with tact and diplomacy;
Must demonstrate sound judgement well-developed analytical and critical thinking skills flexibility adaptability and be an accomplished negotiator capable of influencing and representing JSEC in higher level NATO and non-NATO forums.
Ability to ensure transactions comply with laws and organizational rules;
Proficiency in budget related software and tools.
Accuracy and confidentiality in handling financial data and records.
Ability to manage processes in a self-responsible timely accountable and accurate manner.
Ability to provide clear guidance and leadership in your field of expertise for working groups and other audiences.
Demonstrated integrity and impartiality in dealing with financial matters.

YOUR TEAM
Headquarters JSEC provides a resilient operational-level Joint Headquarters capable of supporting 24/7 operations to coordinate enablement (at the operational level) and on order the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliances ability to project and sustain combat power into a Joint Operations Area (JOA).
The Plans Directorate (PLANS) prepares and manages the development of functional planning based on the guidance received by the Commander the assessments provided by the Operations Directorate and the liaison activities contributing to strategic and operational level planning. The J7 Division is responsible for planning coordinating and executing the HQ ETEE as well as contributing to NATO ETEE based on the Global Programming and the NATO Force Training Model requirements. The Training Branch is responsible for providing the Education and Individual Training (E&IT) required by the HQ and informs and contributes to NATO E&IT

CONTRACT
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter an indefinite duration contract might be offered.

Salary values indicated in this vacancy notice are based on NATOS Single Salary Spine scale;
