Main Purpose of Job
The purpose of this position is to oversee the day-to-day operations of the Office of Administration for the Family Investment Administration (FIA) comprised of three critical units (Budget and Fiscal Services Contracts and Special Projects and Administrative Support Services). The position oversees the formulation and preparation of the annual operating budget request for four programs ($206 million) and contributes to the development and analyses of Public Assistance Payments Local Operations and Work Opportunities budgets ($1.38 billion). The position provides contract management support by overseeing the preparation negotiation execution and ongoing maintenance of human service contracts (valued at over $97 million). The position directs the Medical Assistance Co-Pay Program for case managers out-stationed at 50 health care facilities. This position oversees the Managing for Results (MFR) strategic planning process for seven programs and development of goals and objectives. It also manages FIAs Performance Evaluation Program (PEP) process expenditure monitoring and other administrative support functions. The incumbent ensures FIAs compliance with state and federal programmatic fiscal and reporting requirements and DHS guidelines. It also sets office goals and participates in the formulation of departmental policies and development and implementation of administrative controls. Extensive knowledge of all FIA programs such as Temporary Cash Assistance Medical Assistance Supplemental Nutrition Assistance Program Home Energy emergency food programs and other public assistance and human service programs COMAR Title 21 Procurement Law contract management and monitoring the States budget process cost allocation and state and federal policies and funding requirements is required.
This position contributes to the Departments Mission to assist people in economic need increase prevention efforts and protect vulnerable children and adults by overseeing the fiscal contractual and administrative activities of programs administered by FIA.
POSITION DUTIES
- Plans coordinates supervises and evaluates the work of the office and seven employees (4 directly and 3 indirectly) coordinates and delegates work and completes performance evaluations.
- Directs the formulation and development of FIAs Operating Budget Current Services Adjustments and Unfunded Enhancement Requests for the Directors Office (administering agency for Marylands public assistance programs) (Program 04-$38.3 million) Marylands Office of Refugees and Asylees (Program 05-$14.3 million) Office of Home Energy Programs (Program 06 -$140.8 million) and Grants Management (Program 05-Office of the Secretary-$13.2 million).
- Develops budgets for special projects and/or initiatives mandated by Federal or state legislation.
- Oversees the preparation negotiation execution and ongoing maintenance of over 125 human service contracts/grants valued at over $97 million.
- Provides oversight of the requisition process to facilitate the acquisition of goods and services and ensures procurement (COMAR Title 21) and finance regulations are adhered to while fulfilling FIA program needs.
- Oversees and provides guidance in the implementation of FIAs intermediate and long range plans for soliciting contractual services for new federal & state program initiatives (such as Supplemental Nutrition Assistance Program Outreach and Access to Farmers Markets) developing or reissuing solicitations for contractual services for ongoing out-sourcing efforts with public and private providers of services MA Co-Pay contracts with health care facilities and renewing interagency agreements to include but not limited to Marylands Office of Refugees and Asylees Office of Home Energy Programs and other public assistance and human service programs.
- Directs the MA Co-Pay program for case managers out-stationed at 50 hospitals clinics and long term care facilities to perform eligibility determination services for medical assistance managed by local departments of social services and the centralized Bureau of Long Term Care Eligibility.
- Establishes and evaluates MA Co-Pay goals.
- Develops and implements rules regulations standards and controls based on the Code of Federal Regulations to meet objectives and oversees implementation and approves any revisions.
- Conducts MA Co-Pay Program presentations to promote the program at exchange meetings for health care providers.
MINIMUM QUALIFICATIONS
Education:A Bachelors degree from an accredited college or university.
Experience:Nine years of experience in administrative professional ortechnical work four years must have involved supervision ofother employees or exercising responsibility for program development.

1. Candidates may substitute graduate level education at anaccredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services programor experience conducting studies and analyses of programs procedures practices and organizations on a year-for-yearbasis for the required education.
3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Servicesfield of work on a year-for-year basis for the required experience and education twoyearsmust havebeen in an administrative supervisory or consultative capacity.
