ABOUT ENERGY RECOVERY SECTION
The Energy Recovery Section powers the agencys sustainability mission by managing its entire energy portfolio and leading renewable energy projects from concept to completion. As the in-house renewable energy project developers we turn waste into valuable resources and drive solutions that make a lasting impact on Los Angeles Countys solid and wastewater systems. Our work is fast-paced hands-on and constantly evolvingoffering the perfect balance of field and office experience. ESSENTIAL FUNCTIONS
This position provides technical support for the Energy Recovery Section which is responsible for developing and managing biogas utilization projects hazardous waste and the agencys energy portfolio with responsibilities split evenly between administrative and field duties. Approximately 50% of the time will be spent on administrative functions reports for invoicing and regulatory compliance. The remaining 50% will involve field work including foodwaste sampling and customer service activities.

Under the direction of a Supervising Engineer or higher classification the incumbent will:
  • Conduct a variety of field sampling testing data gathering data recording calculations or office assignments providing technical support using computer applications
  • Collect compile calculate and present data
  • Prepare reports and evaluate data
  • Perform statistical calculations
  • Perform physical or photographic inspections
  • Perform basic chemical field tests
  • Draw diagrams and basic maps
  • Check and review plans and specifications
  • Perform routine correspondence and technical reports

MINIMUM QUALIFICATIONS

Applicants must possess all of the following:
  • A valid California Class B or C drivers license depending on the type of Districts vehicle driven in the specific assignment
For ENGINEERING TECHNICIAN I:
  • Any combination of college or work experience in environmental science physics engineering biology or related scientific area which provides the knowledge and abilities listed; or related scientific area is desirable
For ENGINEERING TECHNICIAN II:
  • One (1) year of experience as an Engineering Technician I -OR- A Bachelor of Science degree in a directly related major
For ENGINEERING TECHNICIAN III:
  • One (1) year of experience at or above Engineering Technician II
DESIRABLE QUALIFICATIONS:
  • Associates or Bachelors degree in Engineering Environmental Science Energy Systems or a related field
  • Experience working in utilities renewable energy or industrial facilities (e.g. wastewater solid waste or power generation)
  • Hands-on experience with:
    • Data acquisition systems instrumentation and process monitoring equipment
    • Field inspections performance testing or energy audit
    • Collecting analyzing and visualizing data using Excel Power BI or similar tools
    • Preparing technical reports or documenting findings
  • Familiarity with:
    • Safety practices in industrial or utility settings
    • Energy systems such as combined heat and power (CHP) biogas utilization solar or fuel cells

EXAMPLES OF ASSESSMENT CRITERIA

For ALL LEVELS the competitive selection process may cover:

Knowledge of:
  • Basic chemistry of waste hazardous waste methane gas water treatment and flow monitoring
  • Methods of preparing and interpreting maps charts graphs and technical reports
  • Engineering and scientific nomenclature
  • Sampling procedures and measurement techniques for liquids and gases
  • Terminology and procedures related to flow measurement and control and material recovery operations
  • Energy systems such as combined heat and power (CHP) biogas utilization solar or fuel cell
    technology
  • Applicable safety practices and procedures
  • Hazardous waste materials
  • Methods of interpreting and presenting technical data verbally and in reports
  • Sample preservation techniques
Ability to:
  • Locate monitoring stations
  • Evaluate data
  • Interpret engineering drawings schematics or technical manuals
  • Apply logical reasoning identify issues and determine effective course of action
  • Use computer software applications
  • Perform math calculations
  • Communicate clearly both orally and in writing
  • Work effectively both independently and as part of a team
  • Prepare routine correspondence and data reports
NOTE:This position may require the incumbent to be able to use respiratory equipment and pass an annual pulmonary function test.

ADDITIONAL INFORMATION

SELECTION PROCESS:

  • All applications will be reviewed to determine if the conditions and qualifications for testing are met.
  • The selection process will consist of a written test weighted at 30% and an interview weighted at 70%.
  • Candidates must receive a qualifying score on each selection component to move forward in the selection process.
  • The written exam is tentatively scheduled for Thursday October 30 2025.
  • The interviews are tentatively scheduled for the week of November 3 2025.

NOTE: The individual(s) recommended for hire must undergo a reference check background check DMV report pre-employment physical and drug test.
