Under general supervision of the Traffic Operations Superintendent this position is a front-line provider of services and is responsible for performing a variety of semi-skilled and skilled tasks in the maintenance and repair of the Towns traffic control systems.

*This position performs duties deemed to be safety sensitive. Employees holding this position participate in pre-employment and random drug testing under Towns policies*

  • Maintains the Towns traffic signal systems; installs constructs and repairs traffic signal systems and devices including wiring conduit poles signal heads controllers switches and vehicle detection.
  • Places and removes barricades cones and other traffic control and safety devices in and around work areas for construction and maintenance projects in accordance with traffic regulation requirements.
  • Provides the Traffic Operations Superintendent with status reports and advises on projects and tasks related/assigned to the Traffic Services Division.
  • Services and maintains assigned equipment and makes minor mechanical adjustments and repairs on related equipment such as checking/servicing fuel oil and coolant levels; tire pressure and general appearance; takes necessary steps to bring equipment up to operating standards; prepares and maintains usage records.
  • Installs and maintains signal controller cabinets camera systems detection equipment fiber optic cables underground conduit lines junction boxes and traffic control devices; inspects removes and services signal control and auxiliary equipment such as traffic signal controllers and cabinets vehicle and pedestrian head assemblies and lighting/circuitry devices and systems.
  • Installs removes and services equipment and tools designated for use by the Traffic Services Division in coordination with various Town programs and outside agencies.
  • Adjusts repairs replace and modifies electric electronic and mechanical components controllers relays switches fuses timers and other related parts and equipment; provides in-field repair of luminaries illuminated street name signs and school zone flashers.
  • Responds to natural and man-made disasters by performing traffic maintenance duties as required.
  • Assists the Utility Locate Program in the location of underground traffic and drainage facilities.
  • Assists Traffic Technicians in the repair and maintenance of street signs waterborne and thermoplastic pavement markings area lighting and RRFBs as necessary.
  • Complies with and ensures compliance with all Town and Departmental values policies procedures and philosophies.
  • Participates in the Towns snow mitigation efforts on all snow events as needed; operates single axle and tandem dump trucks with plows.
  • Performs other related duties as assigned.

The following non-exhaustive list of additional Essential Duties and Responsibilities may be performed by positions within the Traffic Signal Technician Series:

Traffic Signal Technician II:

  • Troubleshoots diagnoses and repairs traffic signal device malfunctions and evaluates equipment problems by interpreting plans schematics and wiring diagrams.
  • Monitors signal operations updates IP addresses and troubleshoots from the Traffic Operations Center.
  • Provides in-field guidance to small work teams in maintaining repairing or installing traffic signals luminaries illuminated street name signs and school zone flashers.
  • Assists Lead Technician and/or Signal Technician III on more complex tasks.
  • Monitors supply inventories and notifies supervisors to maintain adequate levels to meet operational needs.

Traffic Signal Technician III:

  • Performs software updates for controllers modems cameras and display equipment.
  • Provides technical expertise in traffic control fiber optic and radio communication systems.
  • Coordinates the preventative maintenance program including inspections for all traffic signals and school flasher equipment.
  • Provides in-field guidance to larger work teams in major projects that include cabinet replacements and signal modification upgrades.
  • Establishes test procedures for traffic signal equipment including new cabinets prior to field deployment.
  • Understands budget to manage sign and pavement marking inventories to maintain supply levels to adequately meet operational needs and communicate orders with supervisor.

Minimum Qualifications

The requirements listed below are representative of the education experience certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.


Technician I/II/III

18 years of age or older with a high school diploma or GED equivalent.

Possession of or ability to readily obtain a valid Drivers License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

Employees within the Traffic Signal Technician position series are eligible to participate in a self-initiated progression program for promotional advancement through technician levels. Below are the distinguishing characteristics for each level:

Technician I:

This is an entry-level position within the Traffic Divisions signal technician series. This position is distinguished from Signal Technician II by the performance of limited and routine tasks and duties assigned. The Signal Technician I is typically utilized as a training platform for employees having only limited or no related work experience.

This level prefers one (1) year of experience as a Traffic Technician I or equivalent position.

This level requires knowledge and competent demonstration of the following within 6 (six) months of hire: Ability to drive and operate all Traffic Division equipment/vehicles and the ability to communicate effectively.

This level requires the following certifications to be obtained within one (1) year of hire:IMSA Work Zone SafetyIMSA Traffic Signal Level I IS-100 and IS-200.

This level requires knowledge and competent demonstration of the following within twelve (12) months of hire: Ability to drive and operate the crash truck forklift bucket truck and vehicles requiring CDL.

This level requires the following certifications/licenses be obtained within one (1) year of hire: IMSA Traffic Signal Level I ATTSA Flagger and a Class B Commercial Drivers License with air brake and tanker endorsements.


Technician II:

This is a mid-level position within the Traffic Divisions signal technician series. This position is distinguished from the Signal Technician I by the performance of the full range of tasks and duties assigned. The Technician II receives only occasional instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Signal Technician II role presumes all requirements of a Signal Technician I (or the equivalent) have been met.

This level requires one (1) year of experience as a Traffic Signal Technician I or two (2) years of equivalent experience outside the Town of Parker.

This level requires knowledge and competent demonstration of the following within six (6) months of hire: Locating Town utilities for signals and storm water; towing setting up and deploying VMBs; responding independently to traffic signals that have gone into flash; troubleshooting and responding to signal outages; basic knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).

This level requires the following certifications to be obtained within one (1) year of hire:IMSA Traffic Signal Level II Field and IMSA Traffic Signal Level II -and 800.

This level requires the following certifications be obtained when eligible as coursework and testing are made available: Signs/Markings I


Technician III:

This is an upper-level position within the Traffic Divisions signal technician series. This position is distinguished from the Signal Technician II by years of experience additional licenses and certifications performance of the full range of tasks and duties assigned. The Signal Technician III receives limited instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Signal Technician III role presumes all requirements of a Signal Technician II (or the equivalent) have been met.

This level requires three (3) years of experience as a Traffic Signal Technician for the Town with two (2) years as a Traffic Signal Technician II or five (5) years as a Traffic Signal Technician II or equivalent experience outside the Town of Parker.

This level requires knowledge and competent demonstration of the following: using asset management software; troubleshooting and leading a group in traffic signal outages networking and radio issues and modifying traffic signal hardware in the field independently; Leads major maintenance projects; extensiveknowledge of the Manual of Uniform Traffic Control Devices (MUTCD);ability to contact vendors to order supplies for inventorydesigning and deploying traffic control for various applications on Town streets for projects which can include lane closures shoulder closures and moving operations.

This level requires the following certifications be initiated within twelve (12) months of hire: IMSA Traffic Signal Senior Bench Technician Level III IMSA Traffic Signal Senior Field Technician Level III ICS-100 ICS-200 IS-552 IS-554 IS-556 IS-558 IS-700 and IS-800.

This level requires the following certifications to be obtained when eligible as coursework and testing is made available: IMSA Roadway Lighting Level I.


Employment Standards

The requirements listed below are representative of the knowledge skill and/or ability required.

  • Knowledge of equipment materials techniques and supplies used in the maintenance of street signs traffic signals lighting and supplies used in the field location of underground infrastructure.
  • Knowledge of team-building methods and the ability to apply knowledge within assigned team.
  • Skill in following verbal and written instructions and effectively communicating with other agencies and organizations in both verbal and written form.
  • Skill in utilizing computer software programs to generate reports.
  • Skill in working with electrical wiring.
  • Ability to coordinate activities with other departments agencies organizations and individuals.
  • Ability to perform a responder role within NIMS/Incident Command System.
  • Ability to read and interpret basic plans and electrical schematic diagrams.
  • Ability to identify and implement risk management techniques to reduce exposure to injury damage and liability.
  • Ability to occasionally be on-call and carry a pager to respond to emergency calls after hours; work irregular hours weekends evenings or holidays in emergency situations.
  • Ability to pass a pre-employment background check.

Hiring Range

Technician I: $27.72-33.26/hr.

Technician II: $29.94-$35.92/hr.
Technician III: $32.33-$38.80/hr.

Full Salary Range
Technician I: $27.72-$38.81/hr.
Technician II: $29.94-$41.91/hr.
Technician III: $32.33-$45.27/hr.

Tools & Equipment

Requires the frequent use of hand electric and gas-operated tools and equipment used in the maintenance and operation of traffic signals. This includes but is not limited to various trucks (pick-ups lift/bucket trucks snowplows crane truck) in the public works fleet drills saws electrical meters locator snow removal equipment first aid equipment video and loop-based detection systems and other equipment as assigned.


Physical Demands

Requires regular sitting standing walking talking handling feeling or operating objects stooping kneeling crouching or crawling. Requires frequently reaching with hands and arms climbing and balancing. Requires moderate physical activity with heavy lifting up to fifty (50) pounds. Employee must communicate clearly and effectively; must understand and be understood. Must be able to frequently engage in ordinary or telephone conversations with speech and hearing.

Employee must be able to consistently see with near and far acuity depth perception and field vision. Specific vision abilities required by this job include close and distance vision acuity night vision peripheral vision depth perception and the ability to adjust focus allowing a broad field of vision. The employee must be able to determine the full visual color spectrum.


Environment

While performing the duties of this job the employee frequently works in outside employee is occasionally exposed to wet and humid conditions hot and/or cold conditions or airborne employee occasionally works near moving mechanical parts; in high precarious employee is occasionally exposed to fumes or airborne particles toxic or caustic chemicals extreme cold extreme heat and vibration.


The employee will encounter vehicular traffic fumes odors dust mist smoke gasses and poor ventilation. The employee will occasionally work with hazards such as mechanical electrical or burns. The employee will regularly work at heights up to forty (40) feet in a bucket or platform lift device. Must be comfortable working adjacent to moving vehicular traffic.
