About the Position

Are you passionate about protecting consumers and ensuring integrity in the insurance industry Join our team as a Functional Program Analyst 4 PL&O Compliance Supervisor with the Producer Licensing and Oversight (PL&O) Compliance Unit at the Office of the Insurance Commissioner (OIC). In this key leadership role youll help uphold our mission to safeguard the public interest through fair and efficient regulation.


As the PL&O Compliance Supervisor youll oversee a dedicated team responsible for the post-licensure supervision of insurance producers adjusters surplus lines brokers and other licensees. Youll lead complex compliance auditsboth desk and on-siteto ensure licensees operate within the bounds of state and federal insurance laws and maintain the highest industry standards.


This position is not only supervisory but also serves as a recognized technical expert offering critical guidance strategic planning and oversight within the unit. Youll report directly to the PL&O Program Manager and play a vital role in shaping regulatory practices that protect Washington consumers and support a healthy insurance marketplace.

Duties

The duties of the position include but are not limited to:


Supervise and Lead the Compliance Section

  • Oversee day-to-day operations of the Compliance section within the Producer Licensing and Oversight Program.
  • Supervise assign and review the work of Compliance Analysts ensuring quality and timeliness.
  • Develop performance expectations conduct evaluations and support staff development through coaching and training.
  • Manage recruitment and selection processes in coordination with HR and the program manager.
  • Approve or recommend leave schedules telecommuting requests training and outside employment.
  • Investigate and address employee performance issues or misconduct including taking appropriate corrective or disciplinary action.
  • Ensure staff compliance with policies procedures and applicable regulations.
  • Review and approve Compliance reports and licensee correspondence before submission to the Licensing Manager.
  • Monitor workload quality and adherence to timelines and performance standards.


Serve as the Units Technical Expert

  • Provide expert guidance on compliance matters to staff management licensees and external stakeholders.
  • Analyze insurance market practices records and forms to ensure compliance with laws and industry standards.
  • Recommend and support corrective actions for non-compliant licensees or practices.
  • Represent the agency in administrative hearings or legal proceedings providing expert testimony as needed.
  • Respond to inquiries from licensees and other stakeholders regarding lawful conduct and best practices.
  • Use internal systems (such as SIMBA) to generate reports and select licensees for audits or inquiries.
  • Prepare audit documentation findings and reports; escalate significant violations to Investigations or Legal as needed.
  • Ensure follow-up and resolution of audit findings and corrective action plans.
  • Serve as acting manager when delegated by the Program Manager.

Qualifications

Required Qualifications:


Seven (7) years of related professional experience in investigations of insurance licensees conduct insurance regulatory examinations or audits insurance professional licensing or similar insurance regulatory activities.


Degree

Years of Relevant Experience Equivalency

Associates Degree

2 years of experience

Bachelors Degree

4 years of experience

Masters Degree

5 years ofexperience


*A degree in business administration public administration risk management or field related to insurance regulation from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States candidates must provide a credential evaluation report.


AND


An intermediate experience level for Microsoft Office Suite including Word Excel and Outlook.


AND


Two (2) years experience in a lead or supervisory role that includes training others assigning and/or reviewing work coaching and providing feedback to others.



Preferred/Desired Qualifications:


Knowledge experience and application in enforcing the RCWs and WACs as they pertain to insurance licensing


Minimum two years of supervisory experience in insurance regulatory oversight.


Professional designations through the Association of Insurance Compliance Professionals (AICP) the Council on Licensure Enforcement and Regulation (CLEAR) or other insurance regulatory organizations.


Advanced-level skills and experience in Microsoft Word Excel and Outlook.
