The Department of Enterprise Services (DES)provides centralized business services to state government agencies; to other public entities such as cities counties and tribes; and to Washington residents. What you will be doing:

Your position is a critical position in the agency. You will require constant exercise of complex technical and problematic judgment with outcomes affecting many federal agencies and virtually all state agencies hundreds of governmental entities across the state private non-profits as well as the public. The programs acquire and reallocate over 35 million dollars of excess/surplus property annually. You will be overseeing statewide programs that acquire reallocate transport warehouse and dispose of State and Federal excess/surplus property as well as managing 22 staff. Your decisions will have far reaching impact on all state agencies governmental entities private non-profits and the public. Your constant and tactful interaction must be developed and maintained by this position and the organization it serves to support the agencys credibility and compliance position.

Duties


What you will be doing includes:

  • Administers and manages the State and Federal Surplus Property Programs to include the Department of Defense 1033 Law Enforcement Support Office (LESO) Program for the Department of Enterprise Services to all state agencies boards commissions cities counties tribes and political subdivisions.
  • Interprets Federal and State regulations screens acquires and allocates federal excess/surplus personal property in accordance with RCW 43.19.19.19 (State) Public Law 94.519 and National Defense Authorization Act of 1997 section 1033/10usc 2576a (Federal).
  • Serves as the state coordinator of the 1033 Program a role appointed by the Governor.
  • Acts as the liaison coordinator to the Emergency Management Division of Washington State Military Department. Coordinates and deploys critical resources needed during statewide catastrophic events. This position is required to attend and have an active role in Statewide Emergency Management training that occurs multiple times a year. When Emergency Support Function 7 is activated this position is required to report to Camp Murray to provide logistics support until the Emergency Management Department determines the presence no longer necessary.
  • Statewide subject matter expert on surplus sustainability programs such as E-cycle Washington waste management disposal/recycling programs carbon footprint reduction and more. Operationally oversees how these services and programs are being offered and implemented to and by DES Surplus Operations customers.
  • Provides expert consultation directs advises and regularly provides guidance to agency program managers and their staff to ensure that the agencies are making sound legal and ethical decisions when disposing state-owned assets.
  • Directs project studies and analysis related to cost avoidance inventory management rate structure customer proceeds and Environmental Health and Safety.
  • Establishes the framework policies and procedures all agencies are required to follow when disposing of assets.
  • Conducts research/reporting in support of Department of Enterprise Services information obligations to the Governors Office the legislature and its constituents.
  • Develops and monitors short and long-term strategic plans for the program and develops criteria to ensure that strategies are meeting tangible outcomes in relation to the financial investment required to sustain the program and compliance directives of LESO and GSA.
  • Performs cost control activities and monitors expenditures to assure sound fiscal control. Researches special projects evaluates alternatives and prepares reports.
  • Coordinates with leadership and participates in outreach strategies with Federal State and local Agencies that include relationship development program communications and compliance.
  • Develops for consideration any changes to the WACs and RCWs governing the programs. Manages the operating budgets in such a manner as to maintain the highest possible level of service.
  • Reviews all applications for eligibility for participation in Federal Surplus Personal Property and 1033 LESO Programs.
  • Serves as the DES Alternate Liaison Coordinator contact to the Emergency Management Division (EMD) of the Washington State Military Department.
  • Position has approving authority for all allocations of federal surplus property in accordance with Public Law 94.519. Statewide Coordinator for the 1033 LESO Program (transferring DODs assets to law enforcement agencies).
  • Manages 5 direct reports in the development and implementation of operational and administrative policies and procedures.
  • Provides expert consultation acts as an advisor and regularly provides guidance to Agency Program Managers and their staff.
  • The ability to work effectively with federal agencies state agencies governmental entities private non-profits and the public is essential to job success.

Qualifications


REQUIRED:

OPTION 1:

A combination of compliance driven program management experience and education for a total of seven (7) years


OPTION 2:

  • A Bachelors degree with focus on business administration or related fields

AND

  • A minimum of three (3) years of experience in compliance driven program management


AND


A minimum of five (5) years of management/supervisory experience that includes:

  • Assigning and directing work
  • Setting expectations
  • Preparing work schedules
  • Setting performance objectives
  • Conducting performance reviews
  • Developing performance expectations


AND


A minimum of three (3) years of warehouse or similar facility experience to include:

  • Purchasing
  • Inventory controls
  • Facility operations
  • Logistics support


AND


Experience in emergency management

Knowledge of principles of management staff development and training civil service system and related WACs state and federal laws on Affirmative Action equal opportunity family leave ADA FLSA principles of personnel administration and all applicable public laws/federal Property Management Regulations (FPMR) along with WACs and RCWs as they apply to acquiring allocating and disposing of federal/state assets. Skills to communicate effectively across a broad spectrum of professional/managerial levels both at state level and federal level coach mentor and train staff and program associates public speaking long range planning and effective decision making. Other knowledge includes collaborating with federal state local governments and non-profit agencies. RCW and WAC revisions PC application (software/hardware) business/financial management and statistics.
