This recruitment is for two (2) hybrid full-time permanent Health Services Consultant 2 (HSC 2) positionswithin the Office of Customer Service in the Health Services Quality Assurance Division. These positions require on-site attendance at our Tumwater WA DOH Office approximately 2-4 days per week depending on the business need.

The Health Systems Quality Assurances (HSQA) top priority is to protect and improve the health of people in Washington State. We do this by helping to prevent injuries develop health systems and improve patient safety. We work closely with communities and local health partners to build strong health systems and prevention programs. This helps ensure that everyone has access to good healthcare and emergency medical services.


TheOffice of Customer Service (OCS)is the primary contact for the public healthcare providers facilities emergency medical services and many other customers. We deliver these services in-person over the phone and on the internet. Officeof Customer Service balances patient safety with access to care in its credentialing and customer service activities to ensure that Washingtons health care system works for all.Our efforts result in everyone getting the quality care they need when and where they need it.


Key Responsibilities Include

  • Identify and resolve highly complex and unique problems and issues related to background checks and criminal history review required for licensing legislation and policy and recommend ways to improve the operating efficiency of credentialing processes within and between workgroups agencies and partners.
  • Coach mentor train and serve as a technical consultant on difficult questions and complex non-standard regulatory and licensing activities.
  • Conduct assessments of credentialing applications and implement licensing and regulatory policies for public health programs.

Tasks include but are not limited to:

  • Verifies and obtains information about applicants/applications by searching on-line databases and other resources and by communicating with representatives of DOH programs state and local government agencies educational and credentialing/licensing institutions and other outside organizations.
  • Initiates or explains actions necessary for applications to achieve eligibility/compliance.
  • Adds information to and updates electronic databases in the licensing system and completes system-related workflows and tasks.
  • Through delegated authority independently approves applications for credential issuance and identifies applications requiring additional review.
  • Identifies and documents discrepancies and follows procedures regarding exception and/or incomplete applications.


The Background Unit Credentialing Lead (HSC 2) is responsible for supporting and assisting with the credentialing sections daily functions including assessment of work products for quality. This position includes supporting departmental division and office goals and objectives providing guidance to staff applying and supporting standard protocols relating to work activities monitoring performance and performing related work as necessary.

Location and Flexibility:Enjoy the flexibility of our hybrid work environment where you can balance working from home and collaborating in the office. It is anticipated that youll be expected at the DOH facility located in Tumwater WA for work activities 2-4 days weekly depending on the business need.



Required Qualifications

You must meet the option provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter resume and/or applicant profile.


  • Two (2) or more years of experience processing applications for a health profession or facility credentialing program.

  • One (1) year or more of experience using the divisions licensing database (or equivalent licensing or regulatory database).

  • Two (2) or more years of experience resolving customer inquiries problems or complaints in a high production environment.


AND Six (6) or more months use of computer software skills as follows:

  • Word processing software such as Microsoft Word to create format edit preview print and save documents. Ability to use standard functions to select edit copy paste format and spell check text.
  • Electronic communications and calendar programs such as Outlook to compose send and respond to electronic mail and coordinate schedules and schedule meetings.
  • Electronic database system to update or maintain records.
  • Accessing and searching internet to find and download information.

As well as the following knowledge skills abilities and competencies:

  • Ability to learn retain and apply new information regarding procedures rules policies and requirements for credentialing multiple health care professionals. Able to stay current with and be able to explain HSQA credentialing processes and procedures applying commonly-used concepts practices and procedures within a particular field of credentialing.
  • Ability to work independently with little supervision.
  • Ability and willingness to work within a secure work environment with highly sensitive and confidential materials.
  • Ability to work under pressure to meet strict guidelines while maintaining the integrity of the guidelines.


Preferred/Desired Qualifications

  • Additional years of experience processing applications for a health profession or facility credentialing program.
  • One or more years of experience reviewing documents and taking appropriate action based on an analysis of the information.
  • Associate degree or higher education.
  • Three or more years of demonstrated knowledge and understanding of credentialing requirements processes and procedures. Familiarity with commonly used concepts practices and procedures within particular field of DOH credentialing.
