GENERAL DESCRIPTION:


The Business Operations Administrator oversees the Office of Privacy Security and Contracts (OPSC) the Departments performance management system (HealthStat) and will provide leadership in overseeing Wyomings Rural Health Transformation Program per new federal this role the Business Operations Administrator ensures the agencys compliance with federal and State laws related to privacy security contracts and rule promulgation while improving the efficiency and effectiveness of those internal Department processes.

The Administrator sits on the senior leadership team and works closely with the Director and Deputy Director to:

- Manage special projects and major initiatives

- Liaise with the Legislature

- Advise Department leadership on health policy and internal legal matters and

- Manage the Departments agency-wide performance management initiative -- HealthStat.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Work closely with senior leadership on managing special projects and major Departmental initiatives. Acts as senior policy advisor to the Director Deputy and Senior Administrators including providing advice on internal legal matters.
  • Manage day-to-day operations of the Office of Privacy Security and Contracts supervising staff in the unit ensuring agency compliance with all applicable state and federal laws regarding privacy security contracting rule promulgation public records requests public information and media requests and administrative hearings. Serves as the designated Privacy and Security Officer for the purposes of the federal Health Insurance Portability and Accountability Act (HIPAA). Acts to improve the efficiency and effectiveness of all of these processes.
  • Oversees the Departments HealthStat performance management initiative. Schedules and facilitates Performance Improvement Team (PIT) meetings during the HealthStat year (April - December). Works with divisions to ensure division-level PIT meetings occur regularly. Ensure completion and quality of the annual HealthStat report which is provided to the Governors Office and Legislature. Assist the Director Deputy and Senior Administrators in improving agency performance and its culture of performance management to include skills in causal reasoning data analysis metric development target-setting and financial management.
  • Oversees and coordinates with the federal government to implement the Departments Rural Health Transformation Program (RHTP) initiatives.
  • Other duties as assigned.

Qualifications


PREFERENCES:

Preference will be given to candidates with legal education (i.e. JD) due to the compliance contracting and rule review responsibilities.


KNOWLEDGE:

  • Knowledge of best practices in the management of large organizations;
  • Knowledge of health policy at the federal state and local levels including specific abilities to understand the connection between law rules and regulations and policy;
  • Ability to synthesize complex information and data into actionable information for decision-makers; ability to craft products (briefs reports presentations analyses) that communicate effectively with internal and external stakeholders.

PHYSICAL WORKING CONDITIONS:

  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
