Supervises and coordinates all phases and functions of a financial program including program implementation data management fiscal monitoring and expertise and knowledge for various billing programs. Supervises support staff. Performs other duties as assigned.
EXAMPLES OF DUTIES:
Develops prepares monitors and performs analysis of the annual budget for the Office of Transportation.
Implements new procedures methods and systems of financial analysis.
Develops coordinates and participates in continuing special analysis of organizational efficiency management methods and record control.
Projects salaries position vacancies and manages position control for budgetary purposes.
Coordinates processing and renewals of contracts and purchase orders.
MINIMUM QUALIFICATIONS
Education Training and Experience:
Graduation from an accredited college or university with a bachelors degree in accounting business administration economics finance or a related field.
Four years professional accounting experience.Public sector accounting experience is preferred.
Note: Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.
Licenses and Certificates:
Possession of a Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) is preferred.
Knowledge Skills and Abilities:
Thorough knowledge of the principles and practices of accounting budget formulation financial analysis and business administration. Thorough knowledge of financial and accounting computer applications and systems.
Skill in accounting.Skill in the analysis of department management organizational and operational issues. Skill in supervising fiscal staff.
Ability to plan coordinate and supervise the work of professional and support staff. Ability to communicate analysis conclusions and recommendations effectively. Ability to establish and maintain effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary and performed in an office environment.
CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.

GRADE:
Grade 07 - 12 Month OPE Pay Scale
SALARY: $85543 to $134894 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2025-2026 Effective September 20 2025) Visit the BCPS Office of Payroll website for additional information on pay scales other compensation and leave accruals at COMPENSATION: This position may be eligible for comp time. Visit the BCPS website to review the OPE Master Agreement for additional information at OF EMPLOYMENT: Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contracted and directed to do so.
Employees in this class may be assigned to work nights evenings weekends and/or holidays. Employees are subject to call to duty in emergencies and may be required to work beyond their regularly scheduled hours with little advanced notice.
