SCOPE OF WORK
Purpose and Description of Services
The California Conservation Corps (CCC) is seeking a Contractor to provide two Senior Project Managers to support the governance project planning project execution and project implementation for the California Conservation Corps strategic priorities aligned along five strategic trails:
Corps for All
Access for All
Dynamic Paths
Tomorrows Corps Today
Better Place to Work
The services shall include:
One Senior Project Manager (PM) shall manage Corps for All Access for All; and one Senior PM shall manage Dynamic Paths Tomorrows Corps Today and A Better Place To Work. The Senior PMs shall be responsible for providing project management services to complete each strategic trail through full transformation.
The trails are further described as:
Both Senior PMs will collaborate and work directly with California Conservation Corps(CCC) Executive Leadership and stakeholders.
Proposer Minimum Qualifications
Proposers must meet all of the following Minimum Qualifications (MQ) and submit the required Attachments and all documents (i.e. resumes active certifications and degrees) that clearly explain and substantiate how the particular Minimum Qualification is met to be considered responsive. Proposers must receive a Pass for the Minimum Qualifications to have the remaining Technical Proposal evaluated. If the Proposer did not receive a Pass for the Minimum Qualifications the Proposal is considered non-responsive and is therefore disqualified
Proposer Firm Minimum Qualifications (FMQs)
The Proposer must complete and submit as part of the Proposal Attachment 15 Firm Qualifications to confirm that the Proposer Firm experience meets all the qualifications indicated below.
Key Staff Minimum Qualifications (KSMQs)
The Proposer must identify two Key Staff (Senior Project Managers) who will be assigned to perform services for this agreement. Each proposed Key Staff must meet each Key Staff Minimum Requirement for the designated role individually.
The Proposer must complete Attachment 16 Key Staff Qualifications for the proposed Senior Project Managers and provide resumes active certifications and degrees for each key staff to validate key staff qualifications. For the purpose of assessing KSMQs one year of experience is defined as 52 weeks of full-time work (40 hours per week).
Each Senior PM shall have a minimum of two years experience within the last 10 years in developing project management tools templates and policies and procedures.
The Senior PM for Corps for All Access for All must have a minimum of two years project management experience within the last 10 years working on projects with at least a $ 500000.00 budget for government agencies (at least $150 million department annual budget) with experience in workforce development and policy and performance management. At least 1 year of this experience must have been in a lead capacity.
The Senior PM for Dynamic Paths Tomorrows Corps Today and A Better Place To Work must have a minimum of two years project management experience within the last 10 years working on projects with at least a $ 500000.00 budget for government agencies (at least $150 million department annual budget) with experience in workforce development and policy and performance management. At least 1 year of this experience must have been in a lead capacity.
Proposals must describe the Proposers qualifications and expertise in the format outlined in this RFP. A Proposal will not be considered complete unless it contains all of the items described below. Technical Proposal includes all of the following items:
1. Attachment 1 Required Attachment Checklist
The Proposer must submit all applicable attachments identified on Attachment 1 Required Attachment Checklist. Proposers are not to alter or modify the forms other than by providing the required information; please note adding your firms logo or letterhead to the form is not considered a modification or alteration of the form.
Proposer Minimum Qualifications
The Proposer must complete Attachment 15 Firm Qualifications and Attachment 16 Key Staff Qualifications as described in Section D Proposer Minimum Qualifications.
Proposer Key Staff Desirable Qualifications (KSDQs)
The Proposer must complete Attachment 16 Key Staff Qualifications KSDQ tab to qualify for additional points. For the purpose of assessing KSDQs one year of experience is defined as 52 weeks of full-time work (40 hours per week).
Key Staff has the valid qualifying credentials:
Three points will be awarded per credential up to 15 points per key staff.
