Recruitment Range: $110000.00 - $130000.00

The Division of State Operated Healthcare Facilities (DSOHF) provides leadership in delivering treatment and habilitation services to individuals with complex medical and behavioral health needs across North Carolina. The Central Office oversees more than 10000 employees working in a network of psychiatric hospitals developmental centers neuro-medical treatment centers alcohol and drug abuse treatment centers a psychiatric residential treatment facility and a residential school for adolescents. Acting as the corporate administration the Central Office provides fiscal oversight research planning program development implementation monitoring and evaluation. Each department within the Division operates under the direction of the Division Director who reports directly to the Deputy Secretary for Facilities and Licensure.

This position serves as a member of the Executive Leadership Team and has primary responsibility for operational oversight and management of the Residential Treatment Centers (RTCs). These include three (3) certified Neuro-Medical Treatment Centers and three (3) certified State Developmental Centers. The role provides direct supervision to facility directors and oversight of a Central Office support team of four (4).

Key responsibilities include but are not limited to:

  • Ensure effective operations across assigned facilities.
  • Communicate and interpret Division policies for staff stakeholders and partners.

  • Manage key Division initiatives specific to the Residential Treatment Centers (RTCs).

  • Represent RTCs to internal and external stakeholders agencies and partners.

  • Provide Division-wide leadership on cross-facility and cross-division issues.

  • Assist with policy development and enforcement of regulatory compliance.

  • Collaborate with agency executives to address statewide resource allocation program integration and system improvements.




Knowledge Skills and Abilities / Competencies

The following Management Preferences are not required but applicants that possess these skills are preferred:

  • Knowledge and experience in the clinical and administrative operations of complex mental health developmental disabilities and substance use programs.

  • Understanding of behavioral health systems with direct experience serving or advocating for individuals within these populations.

  • Knowledge of and experience working within the public Mental Health Developmental Disabilities and Substance Use (MH/DD/SU) service system.

  • Knowledge of best practices emerging national trends and policy initiatives impacting service delivery for people with disabilities.

  • Leadership and supervisory experience overseeing diverse teams of clinical administrative consultative and instructional staff in both public and private settings


Minimum Education and Experience Requirements

Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.

Masters degree in a discipline directly related to the agencys program business administration or public administration from an appropriated accredited institution five years of managerial experience in the public or private sectors involving significant decision-making authority in the planning organizing and directing of operations in an area related to the assigned program(s);
OR
an equivalent combination of education and experience.

    Military Experience
