What We Do
The Community Development Department guides the planning development and preservation of the City of Beverly Hills. The department is composed of six divisions (Administration Code Enforcement Special Events and Filming Building and Safety Planning and Rent Stabilization) and provides staff support to three commissions (Architectural and Design Review Cultural Heritage and Planning). Community Development is responsible for the review and processing of all private development projects to ensure compliance with the General Plan Zoning Ordinance and Building Code including planning entitlements zoning and plan review permits and inspections. The department preserves the communitys character and high quality of life through code enforcement and historic preservation programs and administration of the Rent Stabilization Ordinance.
Who Were LookingFor
The City of Beverly Hills Community Development Department is seeking three highly motivated and qualified candidates for the position ofCustomer Service Representative to perform a wide variety of public assistance and public information activities. These individuals should have excellent communication skills to ensure effective customer service and maintain the ability to exercise good judgment tact and discretion. The ideal candidate should be innovative forward-thinking and looking for ways to improve processes and increase efficiencies.
The incumbents will perform a variety of general clerical activitiesrelated to fee calculations and collections intake and processing of permits applications verifying license information record keeping and answering customer inquires requests and concerns in-person and by telephone email and online. This position will interact with various City software applications to access enter update and retrieve information to assist customers in addressing or resolving their requests and issues regarding City-provided services. Exposure to municipal code international building code or construction management is a plus.

Assist with scheduling appointments for programs services counter appointments permits and/or utility service.
Scan and upload documents; perform data entry into multiple software applications and databases. Create maintain and update records including data related to tracking performance indicators; generate reports necessary to complete assigned duties; maintain accurate records and files.
Perform general administrative and clerical tasks such as copying assembling mailing filing data entry faxing answering the telephone etc. Perform general clerical activities related to record keeping.
Assist new or existing staff in learning departmental practices and protocols methods and procedures.
Build and maintain positive working relationships with co-workers other City employees and the public using principles of good customer service.

In addition to the aforementioned duties incumbents shall also be responsible for the performance of the duties associated with one or more of the programs listed below based on assignment.
CITY-WIDE CENTRALIZED CUSTOMER RELATIONS (CCR) PROGRAM
Maintain an up-to-date working knowledge of customer services related aspects of the programs services projects events and activities associated with the Customer Relations program. Service areas include but are not limited to City utility service requests and billing on and off-street parking streets sidewalks trees permits code enforcement building and safety rent stabilization library services public information special events and filming general City information public safety initiatives emergency/disaster communications and various recreation and parks programs and services.
Receive and process applications for utility service actions e.g. water turn-off or turn-on; create and maintain utility service accounts; update accounts to reflect customer changes in commercial solid waste services; set-up accounts; and handle billing inquiries.
Respond to inquiries and complaints specific to permits billings charges and utility services; research payment history billing records payments and provide customers with water and other utilities consumption amounts.
Respond to Community Development general inquiries including building and safety permits planning zoning reviews code enforcement rent stabilization and special events permits; provide information on status of customer plan checks and permits and payment status.
Assist Rent Stabilization Office with registration; conduct intake of rent stabilization requests.
Conduct intake of code enforcement requests e.g. open code enforcement cases in response to customer complaints.
Issue service requests when appropriate; dispatch service crews and vendors according to established protocols.
Provide copies of reports and updates on City projects when appropriate.
Review and address online inquiries requests and submittals and notify appropriate staff of actual or potential service needs and requests.
COMMUNITY DEVELOPMENT DEPARTMENT
Incumbents assigned to this department will support one or more programs based on departmental needs.
Respond to Departments general email account and answer general telephone line; schedule appointments; and respond to inquiries related to the process of plan review permit issuance zoning information building inspection code enforcement Trousdale Estates Construction Hauling records and direct customers to Citys specific webpage where additional information may be available.
Review source documents (forms applications requests) for accuracy completeness and discrepancies prior to processing requested services and accepting payment e.g. plan reviews address change requests building permits public records search document duplication subpoena witness and discovery motion fees certification of documents vehicle inspection permits various other permit applications etc.
Use City software to calculate fees/costs. Direct customers to on-line payment center or collect service payments and fees. Reconcile daily receipts with monies received and prepare revenue summary sheets.

Experience:
Three years of responsible general clerical or customer service experience. Experience in hospitality and/or high-volume call center desirable.
Training:
Equivalent to the completion of the twelfth grade.
License and Certificate
