JOB SUMMARY
Performs highly complex training work. Work involves coordinating developing evaluating and
conducting training sessions using a variety of training methods. Works under limited supervision
with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
A. Coordinates staff and offender training and educational programs services and activities;
evaluates and analyzes training needs; formulates and develops plans procedures and
programs to meet and monitor specific training and licensing requirements; and formulates
training program policies and procedures.
B. Formulates learning objectives; plans designs and develops methods for the assessment and
evaluation of training effectiveness; and researches develops reviews and evaluates training
programs and materials and recommends modifications as appropriate.
C. Develops and oversees the development of training and operational manuals and educational
materials; ensures the effective utilization of modern training methods and techniques; confers
with staff on training program problems; and provides liaison with other departments of the
agency other agencies and organizations.
D. Prepares and assists in the preparation of training schedules; prepares program
correspondence and reports; prepares budget estimates for training programs; and maintains
and oversees the maintenance of training records files and schedules.
E. Provides training and technical assistance in the program area.

MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) or by the United States Department
of Education (USDE). Major course work in Business Administration Education Criminal
Justice or a related field preferred. Each year of experience as described below in excess
of the required five years may be substituted for thirty semester hours from an accredited
college or university on a year-for-year basis.
2. Five years full-time wage-earning staff development correctional administration or
program administration experience.
3. Teaching training staff development or correctional unit operations experience preferred.
Knowledge and Skills
1. Knowledge of the principles and practices of public administration and program
management.
2. Knowledge of training methods procedures and techniques.
3. Knowledge of group process group dynamics and interpersonal relations.
4. Knowledge of education principles practices and techniques.
5. Knowledge of instructional design and curriculum development.
6. Knowledge of applicable state and federal laws rules regulations and statutes.
7. Knowledge of records management issues and practices preferred.
8. Knowledge of agency and departmental organizational structure policies procedures
rules and regulations preferred.
9. Skill to communicate ideas and instructions clearly and concisely.
10. Skill to coordinate with other staff departments officials agencies organizations and the
public.
11. Skill to interpret and apply rules regulations policies and procedures.
12. Skill in administrative problem-solving techniques.
13. Skill in public address.
14. Skill to assess training needs and formulate learning objectives.
15. Skill in the use of computers and related equipment in a stand-alone or local area network
environment.
16. Skill to train others.
ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
A. Ability to walk stand sit kneel push stoop reach above the shoulder grasp pull bend

lift and carry under 15 lbs. perceive depth operate a motor vehicle and operate motor
equipment.
B. Conditions include working inside working around machines with moving parts and moving

protracted or irregular hours and traveling by car van bus and airplane.
C. Equipment (machines tools devices) used in performing only the essential functions include
computer and related equipment calculator copier fax machine telephone dolly and
automobile.
